ago. He said currently the county controls only
28% of the waste stream. Mr. Hofstad stated they want to not
only offer the best competitive rates but to take measures that
will put the county in a better position to control the flow of
waste generated within its boundaries. In order to franchise
commercial collection, a three-year notice to haulers, which may
potentially be affected, is required by law. Additionally,
arguments for and against the proposal must be heard during a
duly noticed public hearing before the Board (today’s hearing).
Mr. Hofstad stated given the Board’s recent decision to defer
implementation of enhanced recycling (1+1+1) until the
expiration of the existing contract, staff proposes to combine
the advertisement for residential and commercial collection and
disposal into one bid announcement. The bid would be awarded
after termination of the existing contract in March 2016.
No one came forward to speak in favor of or in opposition. Mr.
Parisot made motion, seconded by Mr. Boyles, to adopt an
ordinance providing for creation of Commercial Solid Waste
Collection Franchises and to adopt a resolution directing staff
to provide notice to private solid waste collection companies of
the county’s intent to establish Commercial Solid Waste
Collection Franchises. 5 yeas.

PUBLIC HEARING – AMENDING ORDINANCE NO. 12-21 REGARDING
COLLECTION OF TOURIST DEVELOPMENT TAXES (6:30 P.M.)
Mr. Stanford read the advertised legal notice for public hearing
to consider amending Ordinance No. 12-21 relating to the
collection of tourist development taxes.
Mr. Dowd stated the proposed ordinance will revise the
provisions of the Board’s earlier ordinance by transferring the
responsibility for collection of the tourist development taxes
from the Clerk of Courts to the Tax Collector.
Mr. Amunds opened the floor for comment. No one came forward to
speak. Mr. Windes made motion, seconded by Mr. Harris, to adopt
the ordinance as advertised. Mr. Parisot stated that during his
service as commissioner he has not cast a vote for political
reasons and he will not do it tonight. He said this program is
not broke. Mr. Parisot stated the Clerk’s Office is doing the
job very well. He also anticipated the Tax Collector to add
employees to carry out this function. Mr. Amunds responded that
his vote is not based on politics but on some of the issues that
have happened in the last few years. 4 yeas, 1 nay. (Mr.
Parisot voted no.)

GROWTH MANAGEMENT – SHIP TRIENNIAL REPORT
Mr. Elliot Kampert, Growth Management Director, requested the
Board accept the State Housing Initiatives Partnership (SHIP)
Triennial Report. The two-part recommendation as cited in the
agenda request is to (1) ask the Board to review the Triennial
Report and authorize staff to forward same to the Florida
Housing Finance Corporation after acceptance by the City of Fort
Walton Beach and (2) authorize staff to develop and bring back
to the Board a policy whereby proposed policies, ordinances,
regulations and other actions that could potentially affect the
affordability of housing be reviewed prior to adoption.
Mr. Parisot questioned the Incentives and Recommendations
identified as “b,” “d,” and “i.”
“b” – Modification of impact-fee requirements, including
reduction or waiver of fees and alternative methods of fee

payment for affordable housing. Recommendation: The BCC
should research the feasibility of establishing a Board-
controlled fund which could be used to offset water and
sewer tap fees for affordable housing projects, and should
consider working with the City of Fort Walton Beach to
determine how its program works.
“d” – Reservation of infrastructure capacity for housing for
very low income persons, low income persons, and moderate
income persons. Recommendation: The BCC should research
the legal consideration associated with reserving
infrastructure capacity and, if there are no legal
impediments, should consider establishing reservations of
capacity for infrastructure for which level-of-service
standards have been adopted.
“i” – Establish a process by which a local government considers
(before adoption) policies, procedures, ordinances,
regulations or plan provisions that increase the cost of
housing. Recommendation: The BCC should direct staff to
develop a formal process to implement this incentive. The
AHAC could serve as an appropriate sounding board for any
proposed regulations or procedural changes that could
affect the affordability of housing.
Mr. Parisot made motion, seconded by Mr. Harris, to approve the
report and to implement studies associated with Items “b,” “d,”
and “i.” Upon inquiry by Mr. Boyles, Mr. Parisot stated the
Water & Sewer Department should come back with comments on the
impact of Items “b” and “d.” After a brief discussion, Mr.
Parisot clarified his motion is to authorize staff to study “b”
and “d.” Mr. Boyles wanted it clear that the Board is not
adopting any capacity reservation fee. Mr. Kampert said action
is requested on item “i.” 5 yeas.
WATER & SEWER – TASK ORDER NO. 61 WITH GATOR BORING, WATER MAIN
RELOCATION ALONG HIGHWAY 98
Mr. Mark Wise, Water & Sewer System Deputy Director, requested
approval of Task Order No. 61 with Gator Boring for relocation
of a water main along Highway 98 near Hurlburt Field and Cody
Avenue. FDOT is planning to build a new interchange to Hurlburt
Field at Cody Avenue. In the initial plan review, no utility
conflicts were identified. Subsequently, the plans were changed
to extend the turn lanes and a conflict developed with the
drainage scheme. The plan for this interchanged has been fast-
tracked with roadway construction scheduled to begin in July.
Mr. Wise pointed out staff did work with FDOT to lessen the

impact and just over 1,000 feet of water main will have to be
relocated.
Mr. Parisot said the State’s project came in under budget and
asked if the county can recoup some of its costs from FDOT. Mr.
Boyles responded by saying he is the liaison commissioner to
Water & Sewer and traveled with staff to Chipley to discuss this
situation. He pointed out that staff got everything they could
to mitigate the costs to citizens. Mr. Amunds remarked the
construction of this interchange is huge and represents a great
partnership between FDOT and the Air
