currently is a " shared vehicle take home policy" in place, but it has not been as successful in officer retention as it was hoped that it would be. It could not encourage the equipping of a vehicle, or the personalized care of a vehicle, that a full take home policy would do. Generally, the greatest obstacle to the implementation of a take home car policy in a police department is a prohibitive initial investment cost. In the City Council' s Budget Policy Workshop on Tuesday, April 18th, 2006, a budget initiative was presented to establish and implement a full take home car policy for the department' s sworn officers. The Council granted approval to the initiative in a 7- 0 vote. The initiative sought to purchase used vehicles, which are being " turned out" from the fleets of other agencies, in order to soften the initial cost of the program. Such vehicles sometimes are partially equipped because the discarding agency no longer needs the equipment, the equipment fits only certain makes/ models of vehicle, or it would be inefficient cost- wise to remove and transfer the racks, equipment. Such equipment sometimes includes " cages," electronic wiring, stationary gun and spotlights. Budget estimates were included for procuring and installing the remaining equipment. Discussion: The Okaloosa County Sheriff, Charlie Morris, has offered to donate six used cars from his department' s fleet to the FWBPD, at no Four of them are 110,000 - 145, 000 mile charge. range; two are in excess of 200, 000 miles ( see attached chart). They are 2000 and 2002 model cars. The Ford Crown Victoria, police package, cars are nearly fully equipped. They contain the equipment listed above, as well as: overhead light bars, mounted electric shotgun racks, and police radios ( with our frequencies). The OCSO will even reprogram the radios, before delivery, so that the various frequencies appear in the channel sequence used in existing FWBPD cars. The FWBPD will only have to procure computer mounts and have them installed, with appropriate before wiring, them in service, as well as having the titles changed. placing J- While the offered vehicles are of high mileage, they have been well cared for by the OCSO- operated maintenance garage. The two highest mileage vehicles were cross country prisoner transport vehicles, so the use was primarily " highway miles," which are not as hard on a vehicle. By introducing these donated vehicles into the FWBPD fleet, realized benefits would include: four of the eighteen needed vehicles identified in the approved initiative would be placed into service, with very little conversion costs incurred. two (higher mileage vehicles) will be available for fleet repair downtime ( which was not a provision in the approved initiative), or could be used to replace current mechanically cosrly vehicles. morale would be heightened by seeing the planned program begin, in part, immediately. cooperative bonds between the FWBPD and the OCSO would be strengthened. The four primary ~ ower mileage) vehicles would be assigned to one of the patrol captains and their patrol sergeants. With the same number currently in the FWBPD patrol fleet, the supervisory structure of both (A & B) platoons would be handled. The reason for assigning them to the ranked individuals is because the vehicles are of higher mileage than those planned for purchase. Because of the nature of their duty responses, front line patrol officers have greater need for lower mileage vehicles than do their supervisors. Recommendation: I recommend that the City Council accept the six vehicles, which are being offered at no charge by Sheriff Morris ( see attached list), on behalf of the FWBPD and permit immediate implementation of the planned take home car policy as described in the preceding paragraphs.
