CITY OF FORT WALTON BEACH
MEMORANDUM
DATE: May 3, 2006
TO: Joyce Shanahan, City Manager
FROM: Jeff Peters, Parks & Recreation Director
SUBJECT: Request authorization to transfer City/Grant funds for Sound Property
Development ( CD 22/ 2003)
BACKGROUND
The City of Fort Walton Beach received a Grant Agreement on September 23, 2003 from the
Florida Development Assistance Program ( FRDAP) in the amount of $ 184, 850, which is 50% of
the project total of $369, 700 to develop the Sound Property. The project has been delayed by
several hurricanes and problems with construction permits from DEP. The Fort Walton Beach
City Council, on December 10, 2002, authorized the Fort Walton Beach Rotary Club to partner
with the City and assist with the development of the Sound Property through financial donations
and project management and labor.

DISCUSSION
Nitzi Bennett, Rotary Club President, requested and received $ 50, 000 from the Tourist
Development Council ( TDC), as well as $ 1, 449 in additional donations, to be utilized for a
portion of project development. The funds were placed in Deferred Revenue Liability account #
310- 0000- 223- 00- 0000. It is their desire to construct the seawall, utilizing the funds from the
TDC. The Rotary Club received quotes from three vendors: Decks- N- Such Marine Inc.
63, 132. 95), FIDS " LLC" ($ 70, 000. 00), and Cole Services, Inc. ($ 72, 000.00). The Rotary Club
accepted the quote from Decks- N- Such Marine Inc., which leaves a deficit of$ 11, 683. 95.
Request authorization to utilize $ 11, 683. 95 from the Sound Development Project account # 310-
5097- 572- 6997 to meet funding requirements to construct the seawall.
Additional elements of the project, including the construction of the boardwalk, fishing pier,
upland enhancement, sodding, and the parking lot will be developed through regular City
purchasing requirements.
RECOMMENDATION
Staff requests authorization to utilize $ 11, 683. 95 from the Sound Property Development Project
account # 310- 5097- 572- 6997 to meet funding requirements for the seawall construction project.
