Mearns, Acting City FROM: Carole Jones, Executive Assist,, SUBJECT: Council Summer Schedule DATE: April 22, 2009 Background: Over the last several years, City Council has set a vacation schedule for the summer months which typically includes canceling Council Meetings during the month of July to allow staff to finish budget preparations. This item is placed on the agenda to provide the Council an opportunity to determine if it wants to set a vacation schedule for this summer. Discussion: If Council determines that they wish to set a summer vacation schedule allowances must be made for setting the tentative millage rate. Typically, staff receives the Certification of Taxable Value from the Tax Assessor on or about June 30. Under TRIM legislation, the City must set a tentative millage rate within 35 days of receipt of the Certification of Property Value. The tentative millage rate can be set at the regular meeting scheduled for Tuesday, June 23. If the City does not receive the Certificate of Taxable Value prior to June 23, a special meeting will be required. That being said, City Council could cancel the regularly scheduled meetings for July 14 and 28. The regular meeting schedule would resume in August. This plan allows the Council to take off for the month of July. Please advise if you have any questions regarding the above. Recommendation: Staff respectfully requests the City Council direction as to whether to bring forward an agenda item to amend the calendar this year.  CITY OF FORT WALTON BEACH, FLORIDA MEMORANDUM TO: Robert T. Mearns, Acting City Manager FROM: Cam Johnson, Public Information Officer THROUGH: Mark Wiltsie, Administrative Services Director SUBJECT: Florida League of Cities Florida Municipal Achievement Awards DATE: April 16, 2009 Background: The Florida League of Cities developed an awards program called Florida Cities of Excellence Awards Program in 2004 to focus public attention on city programs and individuals contributing to the quality of life in Florida. In 2004 the City submitted nominations for Mayor of the Year, Employee of the Year and City Spirit Award. In 2005 the City submitted nominations for nearly every category and placed finalists in the City Spirit, City Citizen of the Year, City Clerk of the Year, and City Finance Official of the Year awards. In 2006 the City had finalists in the Mayor of the Year, Councilman of the Year, City Manager of the Year, and City Employee of the Year categories. The City saw several finalists again in 2007. Finalists from the City were in the categories of City Employee of the Year, Mayor of the Year and City of Excellence. Mayor Mike Anderson received the Mayor of the Year award in 2007. The City placed a finalist in the Council Member of the Year, City Clerk of the Year, City Manager of the Year, City Resident of the Year and City Spirit award categories in 2008. For 2009, the league has replaced the Cities of Excellence Awards program with the Florida Municipal Achievement Awards. There are only three categories in this awards program: City Spirit Award Florida Citizenship Award Environmental Stewardship Award A description and criteria for each category is provided in the backup material. Discussion: Each award category requires a majority vote of council as part of the application submission process. The nomination form and supporting documents are due to the Florida League of Cities by June 1, 2009. Finalists will be announced in July, and the awards will be presented at the FLOC Annual Conference in Orlando August 13 -15, 2009. Recommendation: Respectfully request that City Council consider whether it wishes to submit nominations in any of the 2009 Florida Municipal Achievement Awards Program categories. If so, staff will prepare the nomination form(s) to submit to the Florida League of Cities for consideration.
