BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: November 4, 2014 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Engineering and Right of Way Acquisition Services for the Widening of PJ Adams Parkway DEPARTMENT: Public Works BCC DISTRICT: 3 STATEMENT OF ISSUE: Request approval to enter into contract with HDR, Inc for design services as it relates to the widening of PJ Adams Parkway. The attached scope and fee will provide for the full design of a four-lane roadway from SR 85 to the overpass at Interstate 10. BACKGROUND: By way of a Transportation Regional Incentive Program (TRIP) agreement between Okaloosa County and the Florida Department of Transportation (FDOT), approximately $4,400,000 is available to complete the four-lane design of PJ Adams Parkway from SR 85 to the overpass at I-10 as well as procure right of way from SR 85 to Ashley Drive. Future funding agreements will continue the acquisition of right of way as well as fund segments for consruction. Included as part of this scope and fee is the full four-lane design from SR 85 to the overpass with I-10. Once the design is complete staff will coordinate with FDOT regarding the right of way acquisition aspect of the TRIP agreement. The RFQ previously advertised included the provision for right of way services, but at the suggestion of FDOT it has been determined that it would be most appropriate to separate the design and right of way services. The proposed scope and fee herein is separated into two components; Base Scope and Optional Services. The Base Scope includes the full topographical survey, geotechnical exploration, mapping, roadway design, construction cost estimating, PD&E re-evaluation and cultural resource assessment for a not to exceed fee of $1,508,839.86. Optional services (that may be required based on the outcome of the design) include wetland mitigation design and noise wall design; these are available for a not to exceed fee of $53,870.94. Optional services will require approval from staff if they are deemed necessary as part of the design effort, but prior to execution by the consultant. The total not to exceed fee is $1,562,710.80. On September 2, 2014 the Board of County Commissioners authorized staff to negotiate with HDR, Inc. to perform the necessary services. The proposed scope and fee is attached for consideration. Funding for this project is through a TRIP Agreement with FDOT for a total value of $4.4 million; this includes a 50% match by the County. The contract, scope and insurance requirements have all been reviewed and approved by the proper County departments. OPTIONS: Authorize/deny acceptance of the Scope of Services Contract with HDR, Inc. for the Phase 1 Widening Design of PJ Adams Parkway a not to exceed fee of $1,562,710.80. RECOMMENDATIONS: Authorize acceptance of the Scope of Services Contract with HDR, Inc. for the Phase 1 Widening Design of PJ Adams Parkway a not to exceed fee of $1,562,710.80. RECOMMENDED BY: APPROVED BY: John Hofstad, Interim County Administrator
