BACKGROUND: 1. 1 In February 2009, the President of the United States signed the American Recovery and Reinvestment Act ( ARRA) of 2009, whichfunding for transportation included infrastructure through the Federal Highway Administration ( FHWA). In the State of Florida, the ARRA funds are administered through the Florida Department of Transportation ( FDOT) through the Local Agency Program ( LAP). Through the ARRA, the State of Florida received approximately $ 1. 35 billion to fund " shovel ready" highway and bridge infrastructure projects. 1. 2 The FDOT contacted the City of Fort Walton Beach in early February 2009 to discuss the possibility of funding roadway resurfacing projects through the ARRA. The roadways that are eligible for the ARRA funding were required to be on the Federal Aid Road System, which the City had a total of twelve ( 12) roadway segments. City staff prioritized the twelve ( 12) roadway segments based on a Pavement Assessment Condition report that was completed by the Engineering Division to rank road segments by pavement condition through the MicroPaver software program. 1. 3 The FDOT consolidated the prioritized projects from the City and other municipalities and counties in the local area and allowed the local Transportation Planning Organizations ( TPO) to determine the final rankings of the projects. The Okaloosa- Walton TPO included five ( 5) of the City roadway segments in the final submittal to FDOT and the FHWA: 1. 3. 1 Country Club Avenue ( from Mooney Road to Mooney Road) 1. 3. 2 Memorial Parkway NW (from Hollywood Boulevard to Beal Parkway) 1. 3. 3 Wright Parkway SW (from Miracle Strip Parkway to Hollywood Boulevard) 1. 3. 4 Bay Drive SE ( from Brooks Street to Hollywood Boulevard) 1. 3. 5 Yacht Club Drive ( from Beal Parkway to Eglin Parkway) 2. The total amount of approved funding for the five ( 5) roadway segments is $ 1, 607,246. It was determined that the five ( 5) roadway segments would be consolidated into three ( 3) projects to reduce the number of RFP packages required. The three ( 3) project groups along with the budget are as follows: 2. 1. 1 RFP 09 -126 - Wright Parkway SW and Bay Drive SE - $ 432, 798. 00 2. 1. 2 RFP 09 -127 - Yacht Club Drive and Memorial Parkway NW - $726, 114. 00 2. 1. 3 RFP 09 -128 - Country Club Avenue - $ 448, 334. 00 2.2 Proposals were received for the three project groups on September 30, 2009, and Staff completed the evaluation of the proposals to determine the highest -ranked design/ build contractor for each project. Bid price was the main criteria for basis of award. Staff also reviewed the technical submittals as required by the Request for Proposal. 2. 3 A total of six ( 6) design/ build contractors submitted proposals. The design/ build contractors who submitted proposals are as follows: 2. 3. 1 APAC —Southeast, Inc. ( Pensacola, Florida) 2.3. 2 C. W. Roberts Contracting & Greenhorne & O' Mara, Inc.
