Okaloosa County Board of County Commissioners
employees and the rate paid by employees for f arnily coverage .
Ms . Porter stated that during her discussions with each
commissioner , a question was posed about a health plan with a 0 %
increase . She distributed a spreadsheet showing not only the
current plans but alternative plans with columns identified as
" FL Blue 0 %," " FL Blue Base w/6 %," and " FL Blue Buy-up w/6 %."
Upon inquiry by Mr . Harris , Ms. Porter stated the buy-up plan
would be an additional $45 . 63 per month and family coverage
would increase by $ 69 . 65 per month . She explained that the 0 %
increase option would mean higher deductibles , higher out-of-
pocket maximums , and higher prescription co-pays . Mr . Harris
(originally identified that Mrs . Ketchel had made motion) made
motion , seconded by Mr . Goodwin , to approve the alternate plan .
Mr . Stewart asked if the four recommendations by staff on the
agenda request will be taken up with one motion .
A lengthy discussion ensued . Mr . Dennis Barnes and Mr . Glen
Little with Barnes Insurance (county ' s insurance broker) came
forward to assist with clarification during the discussion . Mr .
Stewart , said there appears to be only two options , rather than
three . Mr . Barnes explained that if the Board votes to renew
health coverage with Florida Blue , the county would pay a 6 %
increase for individual employee coverage and the family
coverage paid by the employee would increase by $69 per month .
The commissioners requested data on the number of employees who
currently have f arnily coverage and the financial impact to them .
At one point a commissioner stated he has three spreadsheets
before him and recommended this i tern be tabled until later in
the meeting . He requested staff be given time to prepare a less
complex spreadsheet for review . When Mr . Stewart asked if this
i tern could be tabled until the August 2 meeting , Ms. Porter
stated they would not be able to meet the deadline for employee
meetings and open enrollment .
Mr . Hofstad stated during the one-on-one discussions with
commissioners , the subjects of impact to employees and impact to
the budget came up . He said the 6 % increase to retain the
current Florida Blue heal th plan would mean a budget impact of
$400 , 000 across all funds . Mr . Hofstad stated a buy-up option
was provided for employees who want to retain the current level
of heal th care . He said the onus would fall on the employee on
whether or not to choose a buy-up plan for himself and/or his
family .

Mr . Boyles questioned the decision to squeeze this complex
subject into one meeting before the deadline . Mr . Boyles then
made motion , seconded by Mr . Goodwin , to select the 0% increase
plan option with Florida Blue which would mean higher
deductibles and co-pays and allow employees to select the buy-up
option which would mean they would pay a 6% increase for a plan
that would provide service equivalent to what they currently
have . 5 yeas .
Mr . Goodwin made motion , seconded by Mr . Harris , to keep the
dental benefits the same with the county paying the increase for
individual coverage . Mr . Stewart asked if there is
consideration for the other two recommendations in the staff
report regarding the renewal of life insurance , AD&D , LTD and
vision coverage and renewal of the Flexible Spending Account and
HRA programs to be administered by Lockard & Williams . Mr .
Goodwin amended his motion to include approval of these two
items . Mr . Harris confirmed his second . 5 yeas .
