PUBLIC HEARING - ORDINANCE AMENDNG TOURIST DEVELOPMENT PLAN
Mr . Stewart stated the proposed ordinance is to amend the
Tourist Development Plan and the use of Tourist Development Tax
revenue . He advised this is a legislative action addressing
three areas :
• Identifying funding for multi-use recreational pathways as
an appropriate use of tourist development tax revenues
• Identifying funding for law enforcement as an appropriate
use of tourist development tax revenues
• Update revenue projections under each percentage point
Mr . Stewart reported notification has been received from Tax
Collector Ben Anderson that some of the administrative changes
may affect his office . He said Mr . Anderson is unable to be
present today and asked for the public hearing to be tabled
until the next meeting.
Mr. Windes opened the floor for public comment ; there was none .
Mrs . Ketchel made motion , seconded by Mr . Goodwin , to table this
public hearing until August 2 at 9 : 00 a . m. in Crestview . A
discussion ensued regarding the costs for administration of the
tourist development tax . The vote was taken-5 yeas .
PUBLIC HEARING ORDINANCE REPEALING KELL-AIRE GARDENS
SUBDIVISION MUNICIPAL SERVICES TAXING UNIT
Mr . Stewart stated the repeal of the ordinance which created the
Kell-Aire Gardens Subdivision Municipal Services Taxing Unit
(MSTU) is a legislative action . He said Ordinance No . 80-18 was
adopted in 1980 to provide essential infrastructure improvements
within the subdivision. These improvements were completed in
1983 and the remaining funds in the Special Assessment Fund were
distributed to the properties in this MSTU . Mr . Stewart advised
the subdivision has since been annexed into the City of Destin
and no MSTU assessments have been collected since the 1980s .
No one came forward to speak in favor or in opposition to the
subject i tern. Mr . Boyles made motion , seconded by Mr . Harris ,
to adopt the proposed ordinance repealing the ordinance which
created Kell-Aire Gardens Subdivision MSTU . 5 yeas.

PUBLIC HEARING - ORDINANCE CONSOLIDATING VARIOUS STREET LIGHTING
MUNICIPAL SERVICES BENEFIT UNITS
Mr . Stewart stated this is also a legislative matter . He
explained that the Board created 48 different Municipal Services
Benefit Units (MSBUs) for street lighting services . Mr. Stewart
stated the proliferation of units has created some
administrative problems . The proposed ordinance will
consolidate 47 of these street lighting units into one MSBU and
will result in a uniform rate which will be paid on the utility
bill . Mr . Stewart stated the Okaloosa Island MSBU (Island
Lights) is not being consolidated at this time . Also , the
Bluewater Bay MSBU will not be included because the property
owners within this MSBU boundary pay their assessments on their
tax bills .
No one came forward to speak in favor of or in opposition to
this request . Mrs . Ketchel made motion , seconded by Mr . Boyles ,
to adopt the ordinance as prepared . 5 yeas .
ORDINANCE NO . 16-09
PUBLIC HEARING - BLUEWATER BAY ROYAL OAK VILLAS DEVELOPMENT OF
REGIONAL IMPACT AMENDMENT
Mr . Elliot Kampert , Growth Management Director , stated the
original hearing to consider an amendment to the Bluewater Bay
Royal Oak Villas Development of Regional Impact (ORI) was
scheduled for June 21 , 2016 . However , the agent for the
developer requested the hearing be tabled . The Board approved
that request . Mr . Kampert advised the applicant has
subsequently requested the hearing be tabled indefinitely
because of the inability to resolve issues with the Homeowners
Association .
Mr . Windes opened the floor for public comment .
Mr . Tom Venoite stated he is supportive of everything that has
been done in the meeting so far . He said Brooks Bridge is a
necessity and the sand traps are needed .
Mrs . Ketchel made motion , seconded by Mr. Boyles , to table this
public hearing indefinitely . Mr . Kampert noted that future
consideration will require proper advertising before being
placed before the Board . 5 yeas .

PUBLIC HEARING - ADOPTION OF 2016 LOCAL MITIGATION STRATEGY
Mr . Stewart stated this hearing has been properly advertised and
the item before the Board is adoption of the 2016 Local
Mitigation Strategy .
Mr . Kampert stated the Board adopted its first Local Mitigation
Strategy (LMS) to address each type of natural disaster in 1999 .
He reported the LMS was substantially updated in 2011 . Adoption
of the LMS not only fulfills the requirements of the Robert T .
Stafford Disaster Relief and Emergency Assistance Act but
facilitates the county ' s participation in the National Flood
Insurance Program Community Rating System.
No one came forward to speak in favor of or in opposition to
this item . Mr . Harris made motion , seconded by Mr . Boyles , to
adopt the 2016 Local Mitigation Strategy . 5 yeas .
ORDINANCE NO . 16-10
GROWTH MANAGEMENT - PROPOSAL TO SELL BEER AND WINE AT ADVENTURE
ZONE PIZZA AT WILD WILLY ' S ON OKALOOSA ISLAND
Mr . Kampert stated a request has been received from Wild Willy ' s
on Okaloosa Island to sell beer and wine as part of the
amusement park ' s pizza restaurant . The subject property is
designated as B - 3 Light Commercial and Concessions Area . The
Okaloosa Island Covenants routinely allow for the issuance of
alcoholic beverages in this designation for privately held
parcels . However , Section 16-43 (n) of the County Code
specifically prohibits alcoholic beverages on county-owned park
and recreation areas except for licensed establishments at the
Island Pier , Newman C. Brackin Park , and James Lee Park .
It was pointed out the proposal for Wild Willy ' s specifically
mentioned the sale of beer and wine and the subsequent lease was
approved by the Board . Mr . Kampert stated staff has no
objection to the request based on the proposal and the B-3
property designation .
Mrs . Ketchel made motion , seconded by Mr. Goodwin , to allow the
sale of beer and wine at Adventure Zone Pizza at Wild Willy ' s on
Okaloosa Island . 5 yeas .

VISITOR - JERRY MELVIN , EMERALD COAST WILDLIFE REFUGE LEASE
Mr . Jerry Melvin , representing Emerald Coast Wildlife Refuge ,
stated they have had problems with ingress and egress and
requested a four-month extension to provide a development plan
for the property it leases on Okaloosa Island . He reported
there is a new board of directors for the Refuge and Mr . Bos and
Mr . Tolbert have volunteered to assist them with the development
plan . Mr . Melvin said the concept of eco-tourism and a petting
zoo is being considered . He said the Refuge has done a great
job in developing the Crestview Zoo and conducts camps for
children in Crestview and Destin . Mr . Melvin asked the Board to
work with them and let them develop the property .
