She stated she is opposed to the request because the item was not reviewed by the Tourist Development Council (TDC) , the costs for the project are open ended , the use of sand traps may be illegal , and she believes the TDD manufactured this crisis . Mrs . Sherry expressed concern about going forward without Norriego Point being armored and without a sand tracer report . Mr . David Sherry , Okaloosa Island , referenced the attempt to force beach restoration on Okaloosa Island a few years ago which resulted in litigation . He questioned the actions of Coastal Management Coordinator Jim Trif ilio and Taylor Engineering consultant Matt Trammel . Mrs . He questioned the justification for the application and questioned the legality of using sand traps . Mr . Guy Tadlock , Holiday Isle , encouraged the Board to approve this item . He said this funding opportunity just became available and felt an alternate site for sand to nourish depleted beaches would be a less expensive alternative than dredging offshore . July 19 , 2016 -2- Minute Book 75 , Page 36 Okaloosa County Board of County Commissioners Mr . David Campbell , Public Services Director for the City of Destin , stated this is more about navigation through the East Pass than a sand source . He said it is vital to keep the channel open . Mr . Matthew Barbor called this " another meeting on sand" and said he believes the sand drifts from the east to the west . She said it is effective but causes problems for people on Okaloosa Island . Ms . Wal ton referenced the breach of the road on Okaloosa Island in previous hurricanes . Mr . Malcolm Swan , Valparaiso , stated he is opposed to moving sand from offshore onto the beaches for restoration . He advised the Chamber and the City of Fort Walton Beach are supportive of the FOOT project to replace Brooks Bridge and asked the Board to adopt a resolution of support . Ms . Regina Davis , Okaloosa Island , spoke about the effect of hurricanes on the beaches and stated sand is needed for the dunes . She questioned why there was no notice given to residents about the proposal for sand traps . Mr . Dave Hancock stated he just found out about this sand trap proposal a few days ago and said he understands the window to submit an application for funding came up quickly . He stated the best decision ever made was to use sand fencing to build the dunes . Mr . Hancock told the Board no matter what decision it makes , it will be wrong to someone .
