BACKGROUND: This Supplemental Joint Participation Agreement (grant) adds an additional security surveillance project to the original Joint Participation Agreement (JPA) approved by the Board on September 3, 2013. The original JPA provided security surveillance projects for Destin and Bob Sikes Airports. This additional project will further enhance security by preventing access to the secured area and allow the replacement of a security person responsible for physical control of the arriving passenger exit lane at the Northwest Florida Regional Airport. The estimated annual cost for the Airport providing this coverage should TSA cease to do so, is about $130,000. The grant provides up to$1,041,441.00 of the estimated cost for these three projects estimated at $1,301,801.00. It should be noted that the FDOT/County cost share will be 80/20% for the Bob Sikes and Destin projects, but 50/50% for the exit lane project at the commercial airport. This grant was previously coordinated with the County Attorney by the attached e-mail on August 26, 2013. He confirms that coordination by e-mail dated January 14, 2014. The only change is the revision to the scope of work to include the exit lane controls project. OPTIONS: Approve, Disapprove, Table. RECOMMENDATIONS: Staff recommends acceptance of the Supplemental Joint Participation Agreement and approval of a signature resolution authorizing the Chairman to sign the amended grant. BACKGROUND: This project contains Sensitive Security Information that is controlled under 49 CFR Parts 15 and 1520. No part of the planning or design may be disclosed to persons without a "need to know". Due to anticipated and eventual changes in Transportation Security Administration (TSA) rules for funding personnel to monitor and deter access to the secured areas of the airport through the exit lane and the need to further strengthen the sterile areas of the airport, architectural and technological barriers are being installed through the project. The total project cost including design, bidding, the construction administration and professional services approval for which is being sought in this agenda item as well as construction is $617,907.00 of which 50% is being funded by the Florida Department of Transportation and the local 50% share through Passenger Facility Charge (PFC) to be approved in FAA PFC application #6. The airport in coordination with the TSA and Airlines has designed and bid an exit lane control system that fulfills the TSA security requirements without the need for onsite monitoring personnel. Bids for the exit lane control system improvements were opened December 4, 2013 and the County received two bids. RS&H task will perform construction administration and construction phase services in accordance with the terms and conditions of the Agreement for Professional Architectural, Engineering, and Aviation Planning Services Contract No.: C09- 1737-AP, dated July 7, 2009.
