requested to approve a construction contract with Cathey Construction and Development, LLC for the Security Checkpoint Exit Lane Control Systems project at Northwest Florida Regional Airport in the amount of $496,846.00. BACKGROUND: This project contains Sensitive Security Information that is controlled under 49 CFR Parts 15 and 1520. No part of the planning or design may be disclosed to persons without a "need to know". Due to anticipated and eventual changes in Transportation Security Administration (TSA) rules for funding personnel to monitor and deter access to the secured areas of the airport through the exit lane, Northwest Florida Regional Airport has identified a need to develop a more effective technological solution to monitor and control the passenger exit lanes located at the security check point in the terminal facility. Currently, arriving passengers exit the sterile area through a lane just north of the security check point located on the first level of the terminal and the exit lane is manned by TSA officers to prevent unauthorized entry to the sterile area of the concourse facility. There is a need to further strengthen the sterile areas of the airport with architectural and technological barriers are being installed through the project. The total project cost including design, bidding, the construction administration and professional services and construction approval which is being sought in this agenda item is $617,907.00 of which 50% is being funded by the Florida Department of Transportation and the local 50% share through Passenger Facility Charge (PFC) to be approved in FAA PFC application #6. The airport, in coordination with the TSA and Airlines has designed and bid an exit lane control system that fulfills the TSA security requirements without the need for onsite monitoring personnel. Bids for the exit lane control system improvements were opened December 4, 2013 and the County received two bids. Cathey Construction and Development, LLC was the lowest responsive bidder in the amount of $496,846.00.
