BACKGROUND: On September 17, 2013, the Okaloosa County Board of County
Commissioners approved an Inter-local Agreement between the Okaloosa County Airports
Department and the Okaloosa County Public Works Department to advance the design and
construction of the new direct access connector roadway (Foy Shaw Industrial Parkway) between
US Highway 90 and Bob Sikes Airport.
1. Pursuant to an evaluation of roadway alignment alternatives and based upon the preferred
environmental and cost feasible alternative, the FDOT Joint Participation Agreement was revised
with the Supplemental Joint Participation Agreement which revises the “deliverables” language
in the agreement to include the acquisition of ROW enabling the grant to fund the purchase of
the required 3.07 acres of land.
2. The planned construction of the Foy Shaw Industrial Parkway connector roadway has a
revised alignment between US Highway 90 and John Givens Road to the west, and south of the
Bob Sikes Airport (CEW) runway protection zone (RPZ) in Crestview, Florida. The Public
Works Department in coordination with the Department of Airports has determined that the
preferred alignment best meets schedule, budget and environmental (wetlands) conditions. The
preferred alternative is depicted as Exhibit A.
3. The 3.07 acres of ROW land required for the preferred roadway alignment was appraised and
independently certified by the FDOT. The willing sellers, Mr. & Mrs. Howard have signed an
agreement to sell the 3.07 acres from their 10 acre parcel at the State Certified Appraisal price of
$58,000. The purchase agreement is depicted as Exhibit B.
4. A competitive selection process based on qualifications through an RFQ is required for the
selection of an engineering firm to provide an Environmental Assessment, Roadway Design,
Permitting and Construction Phase Services for the roadway project.
5. Proposed Review Committee Members:
a. Commissioner Wayne Harris
b. John Hofstad or Designee
c. Tracy Stage
