Paul Lux, Okanosa County Supervisor of Elections
Commissioners,
After careful deliberation and evaluation of how ES&S equipment is deployed and used in other
counties, | respectfully submit the following proposal for agreement with ES&S for the purchase of a
new voting system for Okaloosa County.
The “voting equipment” consists of both an optical scan (paper-based) precinct tabulation system as
required by §101.56075, Florida Statute, as well as a precinct-based solution to accommodate voters
with disabilities that complies with subsections (2) and (3) of that same statute. The “election
management hardware” is a series of networked computers that allow us to create our election
definitions, lay out ballots, and accumulate and report the results from early voting, absentees, and
election day.
The following information is provided:
Voting Equipment Purchase Price $590,285.10
Election Management Hardware $34,153.34
Total $624,438.44
We have two financing options available:
Option 1 — Amortize the entire amount over a three-year period:
Payment year 1: $208,146.15
Payment year 2: $208,146.15
Payment year 3: $208,146.15
Option 2 — Amortize just the voting equipment and purchase EMS hardware outright:
Payment year 1: $230,915.04
Payment year 2: $196,761.70
Payment year 3: $196,761.70
By agreement with ES&S, these options are provided to the County with no accrued interest over the
three-year payment plan.
