BACKGROUND:

RECOMMENDATION:
Airports
The BCC is requested to approve staff request to lease vehicles for departmental use.
Vehicles are fundamental and necessary piece of equipment for the airports department
to complete day-to-day operations at the airports three facilities, Airport personnel are
primarily located at Northwest Florida Regional Airport (VPS) but are regularly cross-
utilized and expected to perform duties at the Bob Sikes Airport (CEW) which is 23
miles north of VPS and the Destin Airport (DTS) which is 18 miles south of VPS.
The department's existing vehicle fleet of six vehicles is often inadequate and has an
average age of 10.83 years, Employees routinely use their personal vehicles to
accomplish department business and the lack of vehicles often creates logistical
problems.
As the expense of maintaining an older fleet escalates, the opportunity to utilize the
resources of on-site rental car companies is recommended. During the most recent
negotiations with the six on-site companies, quotes to provide vehicles were sought.
The lowest bid came from Enterprise, who operates a large fleet and has the in-house
ability for maintenance and vehicle upkeep. The proposed monthly rate is $297.47 per
Nissan Xterra and $427.69 per Dodge pickup truck. The annual costs would be
$43,509,60 and would be inclusive of all maintenance. By entering into this agreement,
the airport would also avoid the capital costs of vehicle acquisition and would not
encounter depreciation expense.
All department vehicles would be marked with airport logos and all county policies and
procedures would apply.
Approve, Reject or Table
Request approval and authorization of chairman to sign lease agreement.
