BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: August 20, 2013 TO: Honorable Chairman and Members of the Board FROM: Richard Brannon SUBJECT: Award of Bid for Manhole Rehabilitation (RFB# WS 2913) DEPARTMENT: Purchasing BCC DISTRICT: All STATEMENT OF ISSUE: Bids were opened on June 27, 2013. Bids were received from three (3) firms (see attached tabulation). Gulf Coast Underground (Mobile, Alabama) is the low bidder meeting specifications in the amount of $46,195.00. It is anticipated that additional manholes will be added to this contract, as necessary. BACKGROUND: The Annual Maintenance Contract for Manhole Rehabilitation project will initially consist of rehabilitation by structural repair and epoxy system relining of 13 sanitary sewer manholes in the Ocean City/Wright, Shalimar and Bluewater areas. The manholes are in varying states of deterioration and are in need of rehab to stop groundwater infiltration and further deterioration of the structures. Most of the manholes were found to be leaking groundwater into the sewer system due to structural degradation during an inspection program several years ago and others have been added to the list of necessary repairs by OCWS staff in subsequent years. The repair of the manholes will cut down on the amount of groundwater being unnecessarily treated at the Arbennie plant (conserving capacity) and will prevent future potential subsidence of the ground surrounding the leaking manholes. The contract will be in effect for two years, with the ability to renew the contract for another two years with the consent of both parties. This mechanism will allow for the rehabilitation of other manholes in the system as the budget allows for the next several years. OPTIONS: Approve or Reject RECOMMENDATIONS: Staff recommends approval awarding to Gulf Coast Underground in the amount of $46,195.00; they being low bidder meeting specifications and authorize The Chairman to sign the contract. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator
