BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: September 16, 2014 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Approval of Designation of Signature Authority and Attorney Access for TEAM Access DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: In order to utilize Federal Transit Authority grant funds, it is necessary to enter and maintain data in the Federal Transit Administration's (FTA) Transportation Electronic Award and Management (TEAM) system to which access must be specifically authorized by the Board of County Commissioners BACKGROUND: The Board of County Commissioners initially designated its TEAM users in 2006. Staff changes since that time necessitate the submission of a new Designation of Signature Authority to ensure that the appropriate staff have access to the system. It should be noted that the letter has been prepared in the format prescribed by the FTA, and that the exact level of authority shall be as specified by the recipient access type. It should be further noted that, unlike 2006, the FTA now requires Designations of Authority to provide the full name as well as the title of the individuals to whom authority is being granted. Finally, as the County Attorney reports directly to the Board of County Commissioners, the Attorney's Designation of Authority must be signed by the Chairman of the BCC. RECOMMENDATIONS: Staff recommends that the Board of County Commissioners authorize the Chairman and Attorney to sign the Designation of Signature Authority for the Transportation Electronic Award and Management (TEAM) system, and the County Attorney's Grantee/Recipient User Access Request, and that the signed Signature Authority and Access Request be sent to the FTA.
