Schedule: Okaloosa County Water and Sewer (OCWS) will begin design work immediately and will be
substantially complete with Eglin Main Base connection within 720 calendar days after award. Substantially
complete is defined as pumping raw wastewater from Eglin Main Base to the Arbennie Pritchett Water Reclamation
Facility (APWRF). The capacity expansion charges are due any time before waste water from Duke and Eglin Main
Base is connected to OCWS APWRF.
Background & Objectives: The Government requires OCWS to treat wastewater from Duke Field and Eglin Main
Base. This involves transporting the wastewater from points of demarcation at each location to the APWRF owned
by OCWS. The government also requires OCWS to treat the wastewater at the APWRF. OCWS and shall ensure
adequate and dependable utility services to all facilities and equipment served. OCWS shall provide utility services
in accordance with industry-standard construction, operations, maintenance, management, environmental, safety,
and other relevant standards, that apply to similarly situate utility services providers serving customers whose
service characteristics are comparable to the service characteristics of the Installation. OCWS shall comply with all
applicable Federal, state, and local laws/regulations.
Project Description: OCWS will design/build a 20-inch diameter force main, a 16-inch diameter force main, and
two (2) lift stations to provide wastewater service for Eglin Main Base. The design of the proposed infrastructure
will be based on 700,000 gallons per day (GPD) of average daily flow (ADF) at the proposed Plew Housing Lift
Station and 1,500,000 GPD at the proposed Main Base Lift Station. Wastewater will discharge into the County’s
17-mile force main from 7th Special Forces Group (Airborne), which ultimately discharges into the APWRF, located
in Ft. Walton Beach, Florida. The force main and lift stations will be located in an Eglin utilities easement in which
the new infrastructure will be installed, owned, operated, and maintained by OCWS. The proposal for the
Connection Charge includes professional fees and material, equipment, and labor for construction. The existing on-
site sewer collection system at Eglin Main Base will remain owned and maintained by Eglin AFB’s 96 th Civil
Engineering Group (96CEG).
Scope of Work:
- Pipeline and lift station surveying and preparation of the layout and as-built drawings (OCWS and
Okaloosa County Public Works staff)
- Geotechnical consultant for soil bore at Main Base Lift Station
- Engineering of force mains and lift stations – signed and sealed construction plans by licensed FL engineer
- Easement preparation – signed and sealed survey with metes & bounds legal description by a licensed FL
land surveyor; the easement will be 30’ wide, plus the necessary area/parcel around the lift stations
- Permitting – FDEP Wastewater Collection/Transmission System Permit, FDEP NPDES, FDOT Utilities
Permit, FDEP/USACE Wetlands Permit, and AF Form 103
- Plew Housing Lift Station – construction of a triplex lift station, including SCADA system, permanent on-
site diesel generator, and flowmeter – designed to convey 700,000 GPD ADF in accordance with FDEP
rules and OCWS standards. The existing concrete rectangular wetwell at the Plew Housing WWTP will be
utilized as the wetwell for the proposed lift station, with minor modifications, such as an interior wall and
epoxy coating. In order to modify the wetwell, install new pumps, and insert new valves, temporary bypass
pumping will be necessary and will be in close coordination with plant staff. The existing adjacent
electrical building will be utilized by OCWS as needed.
- Main Base Lift Station – construction of a triplex lift station, including SCADA system, permanent on-site
diesel generator, and flowmeter – designed to convey 1,500,000 GPD ADF in accordance with FDEP rules
and OCWS standards. Note that this quantity of wastewater includes the 700,000 GPD ADF from the Plew
Lift Station and an additional 800,000 GPD ADF from other wastewater throughout Main Base (that
currently goes to the Main Base WWTP). This proposed lift station will be located in the vicinity
northwest of the Main Base WWTP. It will also contain a pre-fab concrete electrical building
approximately 12’x16’ in size. Included in the lift station construction will be a conduit bore under Hwy
85 with fiber (which serves SCADA).
- Construction of approximately 3.6 miles of 20-inch diameter force main and associated appurtenances from
the proposed Main Base Lift Station to the connection point on the 7SFG(A) force main (intersection of
Range Roads 236 and 636). Pipeline construction is generally within the corridor of existing paved roads
or range roads, but may involve up to a 15’ swath of land clearing on the west side of Hwy 85 and either

side of General Bond Blvd. Additional clearing (not to exceed 30’x200’) is also needed along the Gulf
Power easement around guy wires.
- Construction of approximately 3.6 miles of 16-inch diameter force main and associated appurtenances from
the proposed Plew Lift Station to the proposed Main Base Lift Station. This proposed pipeline will replace
the existing 20” PVC C-905 DR41 pipe and 18” HDPE, which are inappropriate for a pressurized pipeline
due to its thin walls.
- The force main will consist of predominantly PVC C-905 pipe with some Ductile Iron Pipe (DIP) and
HDPE pipe. HDPE will be used for directional bores under paved roads or through environmentally
sensitive areas, such as jurisdictional wetlands (Garniers Creek and an unnamed creek).
- Construction of the necessary gate valves for isolation, air release/vacuum release valves, and ductile iron
pipe fittings
- Seeding and mulching of disturbed areas
- Erosion control (silt fence and/or hay bales) in accordance with the NPDES permit erosion control plan
Assumptions and work performed by others:
- The lift stations and force main cannot be put into service until Capacity Expansion Charges are paid in
full.
- Cost includes construction of the pipelines and lift stations using in-house OCWS construction crews and
subcontracting the pipeline bores and fiber installation to licensed subcontractors selected by OCWS.
- Environmental work on this project is performed by others:
o Environmental Baseline Survey (EBS) performed by CH2M HILL, funded by 96CEG, and
administered by the U.S. Army Corps of Engineers (USACE).
o Environmental Assessment (EA) performed by CH2M HILL, funded by 96CEG, and administered
by USACE.
o Per the EA, Eglin AFB Natural Resources staff will perform the biological walk within 60 days of
commencement of construction.
o OCWS will incorporate recommendations from CH2M HILL and Eglin AFB Natural Resources
contained from these environmental documents into the construction plans.
- There are two (2) areas of jurisdictional wetlands associated with this project; directional bores at Garniers
Creek and the unnamed creek will not impact/disturb the wetlands.
- UXO remediation is not included based on recommendations 96 TW/SEG.
- Normal weather delays and
