Re: Letter of Recommendation
Mr. Hofstad,
1 am writing this letter to add my support and recommendation of Stefan W. Vaughn being
selected as Okaloosa County’s next Chief Correctional Officer. I have known Stefan for nearly
16 years and know him to be a dedicated professional with an aptitude for executive leadership
and a dedication to excellence.
Stefan was employed with the Okaloosa County Sheriff’s from October 1999 to March 2013,
when he then moved into an administrator-level position within the Okaloosa County Department
of Corrections. During his tenure, Stefan was 2 valued and highly motivated member of the
Sheriff's Office, serving as a deputy sheriff in the Patrol Division, a longtime investigator
working major criminal investigations in Destin, and serving lastly as a supervisor in our Court
Security Division. Stefan demonstrated great leadership during his service and I remained
confident in his abilities to break down, articulate, and resolve complex issues.
Since leaving, Stefan has worked steadfastly with me and my Comiand Staff towards
accomplishing mutual public safety goals. It is evident Stefan works to improve professioital
development and team building among the members of his staff and strives to improve
communication networks among local criminal justice agencies. Stefan is highly motivated
towards both professional and academic growth, as evidenced by his completing of his Master’s
Depree and FDLE’s Senior Leadership Program in 2014. Stefan is currently compieting FSU’s
Certified Public Manager program and FDLE’s Chief Executive Seminar, and simultaneously
working towards the completion of his doctorate in Diversity Studies at the University of West
Florida.
Stefan’s strong professional character and his commitment to excellence makes him an
exceptional choice for Chief Correctional Officer and he has my utmost support and
recommendation.
Sincerely,
Larty Ashley

{ Dear Mr. Hofstad,
; As my retirement approaches, I wish to offer my sincere recommendation for Major Stefan
.f Vaughn as Chief Correctional Officer. I first met Stefan when he commenced his career in
criminal justice as a correctional officer with the Okaloosa County Department of Corrections
approximately 17 years ago. I was assigned to conduct his pre-employment background
investigation and quickly learned Stefan was well respected in the community.
Soon afier being employed as a line correctional officer with the Department of Corrections,
Stefan was quickly recognized for his energy, enthusiasm, and potential and was assigned to the
Admissions, Classification and Release unit - a key, high liability area of responsibility in the
jail. Stefan left the Department of Corrections in good standing to pursue ambitions as a law
enforcement officer with the Okaloosa County Sheriff’s Office, where he excelled and served
admirably as a deputy sheriff, investigator of major crimes, and supervisor of the Sheriff’s
Detention and Court Security section,
In April 2014, I actively recruited Stefan to accept a position as the Okaloosa County Department
of Correction’s Security and Operations Captain, where he commanded a staff of over 130 and
oversaw the care, custody, and control of over 650 inmates. He accepted the position with zeal
and far exceeded my expectations at every level, His dignified, professional approach to a
challenging transition where he was appointed ahead of several well-seasoned, tenured veterans
of the Department, enabled him to eamn the respect of peers, subordinates and other senior staff
within the county; including County Commissioners and other elected officials.
Stefan recently completed the Florida Department of Law Enforcement Criminal Justice
Executive Institute’s Senior Leadership program, and is currently completing the Chief Executive
Seminar and Certified Public Manager programs. He earned his master’s degree in Public
Administration in 2014, and is presently pursuing a doctorate in Diversity Studies.
