ORD. 1709: PRIVATE LIFT STATIONS The City Attorney read by title. AN ORDINANCE OF THE CITY OF FORT WALTON BEACH, AMENDING SECTION 10. 73. 04, SEWERS AND SEWAGE DISPOSAL, PRIVATE LIFT STATIONS, ANNUAL INSPECTIONS REQUIRED; OF THE CODE OF ORDINANCES, BY PERMITTING STATE OF FLORIDA LICENSED MASTER PLUMBER TO CONDUCT ANNUAL INSPECTIONS OF PRIVATE LIFT STATIONS; PROVIDING FOR CONFLICT, SEVERABILITY, AND AN EFFECTIVE DATE. John Hofstad, Utilities Director, explained the amendment to the ordinance is to allow the inspection of private lift stations by a state licensed master plumber because state licensed professional engineers capable and willing to perform the inspections are scarce. Councilman Tucker questioned why the City does not monitor the lift stations and expressed a preference that the City makes sure the lift stations are in compliance. Mr. Hofstad explained that the Florida Department of Environmental Protection ( FDEP) and the State and County Departments of Health are the responsible agencies for insuring compliance for the safe treatment and disposal of domestic waste, and the City did not want to draft an ordinance that would infringe on the authority of FDEP as they are the enforcement agency. He said the ordinance was designed to ensure that those facilities were being looked at annually by someone who is competent in the installation and design of sewage lift stations and the previous administration did not want staff to perform the inspection in- house because of an assumed liability, so it was decided to require an outside professional to perform the inspections. In response to the question on the number of private lift stations in the City, Mr. Hofstad responded there are approximately 29. The City Manager pointed out the only change to the Ordinance is to allow a licensed master plumber to conduct the inspections, which are licensed by the State and bonded and insured as required by State Statute. Mr. Hofstad explained that the City Utilities Department monitors the inspection form that is turned in to the City. 8- 8- 06 Regular Council 277 ORD. 1709 cont. the public hearing was closed.
