Project Execution Plan
West Hangar Area Improvements Project
Bob Sikes Airport—Crestview, FL
December 2012
The West Hangar Area of Bob Sikes Airport accommodates the primary general aviation and public-use
facilities on the airport property, including private aircraft hangars, public parking areas, and the Fixed-
Based Operator (FBO), Emerald Coast Aviation, Inc.
Many improvements have been made to the West Hangar Area over the past six years, such as new
aircraft hangars and new fuel storage facilities. Perhaps the most notable improvement was the
development of a centralized dry retention pond for stormwater management. The pond was sized to
address treatment and attenuation requirements for not only the existing development, but also
significant future development.
In the early part of 2013, construction of several additional improvements is anticipated to commence.
These are collectively referred to hereafter as the “West Hangar Area Improvements.” The work will
include the development of new access drives, new vehicular parking facilities, and a new FBO Terminal
Building. Certain components of this work will be funded by Okaloosa County (County) and the Florida
Department of Transportation (FDOT), whereas other components of the work will be privately funded
by Emerald Coast Aviation (ECA).
This Project Execution Plan provides a strategy for administering the design, permitting, bidding, and
construction phases of the work and identifies the funding responsibilities of the respective parties.
1. Project Description: The project will generally consist of two separate designs that will be
constructed concurrently. These two schedules are referred to hereinafter as “Schedule A,”
which includes the majority of the horizontal work, and “Schedule B,” which includes FBO
terminal and the adjacent sitework. A delineation plan of the schedules is attached hereto as
Attachment 1.
¢ Schedule A—West Hangar Area Parking: Schedule A includes a 65-space asphalt parking
facility serving the planned FBO Terminal and the existing hangar sites throughout the West
Hangar Area. A new access drive will provide controlled access to the apron through a
security gate and drainage modifications to the existing asphalt apron east of the proposed
FBO Terminal building will be constructed.
* Schedule B—Emerald Coast Aviation FBO Terminal: Schedule B includes a new pre-
engineered structure comprising the new FBO terminal. The work also includes the canopy
structure, the courtyard and associated fence, the entrance drive {and loading space}
serving the FBO facility, and the landscaping adjacent to the building.

Il. Design & Permitting: County Growth Management Department recommended that both
schedules be submitted under one Development Order application as the building cannot be
approved without the parking improvements.
© Schedule A—West Hangar Area Parking: Design phase of public-use parking and access
pavements will be funded by state and County.
e@ Schedule B~Emeraid Coast Aviation FBO Terminal: Design of vertical building and lease
area will be privately funded by ECA. All buildings permits, connection fees, and impact fees
shall be coordinated and funded by ECA.
Stormwater management requirements for all improvements are anticipated to be met by the
previously permitted dry retention pond.
Bidding: The project will be advertised and bid as a single package {i.e. one set of bid documents). Two
separate bid schedules will be included in the bid package.
« Schedule A generally represents the horizontal work and will constitute the Base Bid.
Schedule B generally represents the vertical work and will be included as an Additive Bid
Alternate which may or may not be awarded by the County under this contract.
¢ The bidding phase will be administered by the County.
e The Basis of Award is anticipated to be the lowest bid submitted for Schedule A only.
2 The decision whether to award Schedule B shall be at the sole discretion of ECA.
Construction Phase: If Schedule B is awarded, both schedules will be constructed concurrently.
Scheduling and access to both work schedules shall be coordinated and shall remain the
responsibility of the prime contractor.
Funding Responsibilities: Funding responsibilities for all construction and professional services related
to this project will be as identified below. The County shall be responsible for payment on all
costs and fees associated with work awarded under contract.
If Schedule B is awarded, then ECA shall remit a deposit to the County in the amount of
$150,000.00 within 21 calendar days of construction Notice-To-Proceed (NTP). Following final
acceptance of the construction contract, ECA shall reimburse the County for all actual costs
identified herein as ECA funding responsibility—less the applied deposit—within 30 days of
receiving the County’s invoice,
