SUBJECT: RFQ for Design-Build Contractor for Crestview Courthouse Project

STATEMENT OF ISSUE: Request BCC approval to put out an RFQ for the selection of a
Design-Build Contractor for the Crestview Courthouse Project.
BACKGROUND: The core portion of the Crestview Courthouse was constructed in 1953 and
the two end sections were added in 1962 and '63. As the need for additional judicial space grew,
non-judicial operations have been relocated out of the courthouse and the vacated space
remodeled for court-related functions.
Resources were provided by the BCC in the FY '14 budget to prepare space for the Property
Appraiser's operations in the Brackin Building. They are scheduled to move out of the
courthouse as soon as that space is ready.
To take advantage of the opportunity to maximize the utility of the vacated space and to make
better use of the overall facility for court-related operations, staff requests approval to secure the
services of a qualified design-build contractor (DBC). The DBC will be tasked with taking the
Board's approved conceptual plans for the renovation of the facility and developing the concept
to fully renovate the existing space and construct any additional space that the Board approves.
If the Board approves this request, the Board is also requested to approve a selection committee
for the RFQ. A slate of recommended voting members is attached.
RECOMMENDATIONS: Request BCC approval to put out an RFQ for the selection of a
Design-Build Contractor for the Crestview Courthouse Project and appoint a selection
committee.
