plans should include the proposed and existing right-of-way lines, proposed concepts for
roadway and intersection improvements, potential ponds and surrounding topography.
Major intersections shall be analyzed to assess capacity needs and land arrangements
and to identify right-of-way requirements.
Once a preferred alternative has been selected, the CONSULTANT will finalize concept
plans for the preferred alternative that include refinements from the public hearing.

(CEW) RW in Crestview, Florida.
Known alternative construction contracting methods include:
The general objective is for the CONSULTANT to prepare a set of plans to be used
by the contractor to build the project, and by the COUNTY to ensure the project is
built as designed and to specifications. Elements of work shall include preliminary
planning, NEPA studies, roadways, geotechnical activities, surveys, drainage,
signing and pavement markings, utility relocation, maintenance of traffic, cost
estimates, environmental permits, quantity computation book, and necessary
incidental items for a complete project.
The Scope of Services establishes which items of work described in the FDOT
Plans Preparation Manual and other pertinent manuals to accomplish the work are
specifically included in this contract, and also which of the items of work will be the
responsibility of the CONSULTANT or the COUNTY.
Packet Pg. 583
Plans and design documents are to be prepared with Standard English values in
accordance with applicable COUNTY/FDOT manuals and guidelines.
The CONSULTANT shall be aware that as a project is developed, certain
modifications and/or improvements to the original recommendation may be
required. The CONSULTANT is to incorporate these refinements into the design

2 PROJECT DESCRIPTION
From the Phase I – NEPA Environmental Assessment, the CONSULTANT shall use
the approved concepts as a basis for the design unless otherwise directed by the
COUNTY.
This project primarily consists of the construction a new 2-lane roadway (Foy Shaw
Industrial Parkway) from US Highway 90 to John Givens Road to the west and
Fairchild Road to the east, south of the Bob Sikes Airport. The new roadway typical
section will consist of a rural typical section with 1-12’ travel lanes and 8’ shoulders
(5’ paved), separated by a 22’ grassed median.
The post speed limit on Foy Shaw Industrial Parkway will be 35 mph. The
CONSULTANT shall determine the appropriate Design Speed required for the
facility.
Necessary Geotechnical efforts will be provided by the CONSULTANT.
This project will be let to construction as a Conventional Bid Item project.
The CONSULTANT shall incorporate the following into the design of this facility:
2.1 Roadway (Activities 3.0, 4.0, and 5.0)
Packet Pg. 584
Public Involvement: This item will be handled under the Phase I – NEPA
Environmental Assessment portion of the scope of work.
Plan Type: The CONSULTANT shall provide roadway plans and any other
plan type required for this project. This will also include miscellaneous
details to construct this project.
Limits: Foy Shaw Industrial Parkway from US Highway 90 to John Givens
