approved by both the City of
Destin and County staff as appropriate for the anticipated impacts.
Following approval of the agreement, the engineer and agent for Synovus Bank met with FDOT
staff in an effort to obtain permits for the proposed improvements. However, due to the pending
expansion to US 98 in the project location, significant conflicts were found that essentially
prevented the construction of all five proposed turn lanes from the state right-of-way. As a result
it has been determined that removal of the easternmost proposed driveway (which was an access
drive to an individual parcel, right in, right out only) has been eliminated.
Furthermore, stormwater improvement requirements associated with the two remaining turn lane
improvements (all located at access roads that will or do connect US 98 to Commons Drive)
added costs that will be borne by the developer. Even with the reduction of the proposed
driveway connection, the net cost of improvements proposed to the public is essentially
unchanged. Based on the restrictions/requirements placed along the US 98 corridor, it is staff’s
opinion that the proposed amendment is equitable and reasonable.
The proposed Amended Infrastructure Agreement (attached) has been provided to the City of
Destin for their review and approval; a memo stating that there is no objection is included herein.
Counsel for the County has also reviewed the amendment and has no objections.
OPTIONS: Approve/Deny execution of the Amended Infrastructure Agreement with Synovus
Bank as requested by their agent, Will Dunaway.
RECOMMENDATIONS: Approve execution of the Amended Infrastructure Agreement with
Synovus Bank as requested by their agent, Will Dunaway.

Re: A m e n d e d T r a f f i c I n f r a s t r u c t u r e A g r e e m e n t - Synovus Bank
Dear Ms. Martinez:
Please find enclosed the Amended Transportation Infrastructure
Agreement ("Amended Agreement") signed by my client, Synovus Bank. Please
accept this as my client's formal submission for amended traffic concurrency for
its commercial properties (Parcels A l - 2 , 1B-1, 1B-2 & 3B), as more specifically
detailed in Composite Exhibit A, attached to the Agreement.
Synovus Bank worked closely with Okaloosa County and the City of Destin
on the original Traffic Infrastructure Agreement, which was approved and
executed by the County on November 5, 2013. Following approval, Synovus
Bank coordinated the plan with officials at the Florida Department of
Transportation ("FDOT"). Due to the stormwater constraints of this section of
Hwy. 98, the FDOT was unable to accommodate the fifth turn lane into Parcel
3B. This resulted in a redesign of the project to eliminate that turn. The
Amended Agreement is based on this redesiign. The traffic analysis and
revisions were conducted by Mr. Joe P. Poole, P.E. The number of trips did not
change and the approximate cost of the traffic improvements remain nearly the
same. Approval of this amendment effects only the development of Parcel 3B.
Synovus Bank wishes to finalize the enclosed Amended Agreement to
ensure development of its four parcels, including Parcel 3B. The County and
public will benefit by the traffic safety projects outline in the Amended
Agreement. We look forward to working closely with the County as the
Amended Agreement is processed for formal County approval.

TO: Honorable Chairman and Members of the Board
FROM: Jason Autrey
SUBJECT: Environmental and Engineering Services for the Design of Foy Shaw
Parkway
DEPARTMENT: Public Works
BCC DISTRICT: 1
STATEMENT OF ISSUE: Request approval to enter into contract with HDR, Inc for two
phases of services as it relates to the development of Foy Shaw Parkway. Phase 1 is the
development and approval of environmental documents and phase 2 is the development of
engineering design and construction documents.
BACKGROUND: By way of a Joint Participation agreement between Okaloosa County
(specifically the Airports Department) and the Florida Department of Transportation (FDOT),
over $10,000,000 has been identified for the development of a new access road from US 90 to
Bob Sikes Airport. The first step in the project is to develop all documents necessary to allow
for construction of the roadway.
On September 2, 2014 the Board of County Commissioners authorized staff to negotiate with
HDR, Inc. To perform the services necessary. The proposed scope and fee for both phase of
services has been vetted by a neutral third party (as required by the agreement) and the proposed
fee is lower than what was determined to be acceptable. Additionally, FDOT has approved the
proposal as provided.
OPTIONS: Authorize/deny acceptance of the Scope of Services Contract with HDR, Inc. for the
development of Foy Shaw Parkway; Phase 1 - Environmental Services at a not to exceed fee of
$583,352.62 and Phase 2 - Design Services at a not to exceed fee of $502,552.17. The total not
to exceed fee for the project is $1,085,904.79.
