ACTION --DIRECTION --DISCUSSION 1. Fort Walton Beach Housing Authority Steve Coleman from HomeCorp, project manager of the Soundside Development, advised that in order to keep rents affordable in the new 200 affordable unit development, the Fort Walton Beach Housing Authority (FWBHA) would like to allocate 50 of its Housing Choice Vouchers to the development. Mr. Coleman continued that HUD requires an independent entity, usually the local government where the housing authority has jurisdiction, review the award process to ensure it is at arm's length. The FWBHA is requesting the City be an independent source of verification to ensure that the Housing Authority is following rules. Mr. Coleman explained the City, as an independent entity, would 1) review the application to ensure it is consistent with FWBHA and has been approved in an arm' s length manner; 2) review the proposed rents to confirm they do not exceed the rents of other comparable units; and 3) once construction is complete, inspect the units to make sure they meet HUD's Housing Quality Standards. He advised the first two steps must be performed as soon as possible or construction cannot proceed. The City Manager advised that the City has been working with the Housing Authority on this project for at least three years and does not see a problem and would encourage Council to approve this. The vote on the motion to allow the City Manager to act on behalf of the City as the independent entity to review the Fort Walton Beach Housing Authority' s project base voucher program carried by a. vote of to 1.
