2. 2011 -37 Survey and Planning Grant
A RESOLUTION OF THE CITY OF FORT WALTON BEACH, FLORIDA, SUBMITTING
TO THE DIVISION OF HISTORICAL RESOURCES, FLORIDA DEPARTMENT OF STATE,
BUREAU OF HISTORIC PRESERVATION AN APPLICATION FOR A SMALL
MATCHING SURVEY AND PLANNING GRANT TO EXAMINE THE 12, 000 PROPERTIES
WITHIN THE CITY' S 4,778 ACRES TO IDENTIFY WHERE HISTORIC PROPERTIES ARE
LOCATED; AND PROVIDING AN EFFECTIVE DATE
Jeff Peters, Recreational/ Cultural Services Director, explained the City is seeking to submit a
matching and survey planning grant to the Division of Historical Resources in order to examine
the 12,000 properties within the City's 4,778 acres to create a baseline for areas most likely to be
affected by future land use designation.
Mr. Peters continued the amount of the grant is $40, 000, with a match of $20, 000 requested from
the City, of which 25% ($ 5, 000) will be cash and 75% ($ 15, 000) would be volunteer, in -kind and
City based services.
Council questioned the benefits to the City for utilizing the grant. Gail Meyer, Heritage Park and
Cultural Center Manager, responded the grant will create a Florida Master File database which
will detail pertinent information and recommend a national or local register nomination for a
property. Ms. Meyer continued the grant will increase public interest and awareness in the area's
historic resources, and will provide incentives for restoration and preservation.
Ms. Meyer clarified that if a property is listed on the database there will be no restrictions placed
on it and will not prevent it from being demolished.
Several members of Council stated they feel grant money could be used on other projects, that
the City is not that large and historic buildings we generally located in one area, and that the
grant seems to make the City's historic elements more grandiose than they actually are.
The vote on the motion to adopt Res. 2011 -37 failed by a vote of 2 to 5.
