STATEMENT OF ISSUE: At the Board’s meeting of March 17, 2015, the City of Destin
requested an agreement to authorize the issuance of the Town Center Community
Redevelopment Agency for an additional ten (10) years. The Board directed staff to work with
the City to arrive at an interlocal agreement which would extend the term of the Town Center
Community Redevelopment Area and that no further extension would be permitted without the
express written consent of the Board. That agreement has been prepared and approved by the
City of Destin and the Community Development Agency of the City of Destin.
BACKGROUND AND ANALYSIS: On March 17, 2015, the County received a request from
the City of Destin to approve an extension of the term of the Town Center Community
Redevelopment Agency for a period of ten (10) additional years. The Destin Town Center
Community Redevelopment Area (the “CRA”) was created on August 3, 1998 for a term of
thirty (30) years. As a result of the economic downturn, the City is requesting an extension of
ten (10) years to that term so that they will be able to effectuate the purposes and goals of the
CRA. A proposed Interlocal Agreement has been prepared which would extend the term of the
CRA and the CRA Plan until August 3, 2038. The Interlocal Agreement also provides that the
CRA and its Plan will terminate on that date and that no further extensions of the term will be
authorized without the written consent of the County. The City of Destin and the Destin
Community Redevelopment Agency have previously approved the Interlocal Agreement and it is
now presented for the Board’s consideration.
OPTIONS: Approve/Disapprove.
RECOMMENDATION: Approve the Interlocal Agreement with the City of Destin and the
Destin Community Redevelopment Agency for the extension of the Town Center Community
Redevelopment Area and its Plan for an additional ten (10) years.
