restoration area to
maximize the shoreline protection, optimize the probability of success for the restored shoreline, and
minimize and avoid environmental impact as much as practicable. Taylor Engineering will prepare a
design document for the offshore breakwater structures summarizing the coastal conditions, structure
design criteria, and design calculations.
These plan view layouts will endeavor to incorporate the County’s project goals and consider navigation
access/setbacks, protected/environmentally-sensitive areas, protection from coastal conditions, and
connectivity to proposed future upland development features. Because this design effort is often iterative,
this scope of work assumes the project design will be very similar to the conceptual design. We will
present the preliminary design for County review and comment. Following receipt of County’s
comments, we will revise the preliminary design to incorporate all feasible County design requests and to
further develop the preferred concept. We have budgeted sufficient time to allow up to two refinements of
the preferred project concept. These refinements may include minor modifications to the public access
pier, water access structures, and minor adjustments to improve interaction with the upland master plan.
With these refinements complete, we will provide a final project layout plan, and this plan will serve as
the basis for preliminary engineering and project permitting.
Taylor Engineering will provide permit drawings depicting:
¢ Preliminary structural design sections and details for the floating breakwater/public access pier,
boat launch staging dock, kayak/paddleboard launch, and offshore breakwaters/oyster habitat
* Shoreline restoration layouts including preliminary design sections and planting/stabilization details
A-3
* Preliminary utility service plan view layout for the pier. We anticipate this to consist of electrical
for lighting and boat hookups, potable water, and fire protection.
¢ Existing environmental resources (identified during previous investigations) and proposed
environmental protection measures (turbidity curtains, erosion control measures, etc.)
e Proposed submerged land lease boundaries
Taylor Engineering will complete permit drawings for the project in a two-step process. To provide the
opportunity for County review and comment, we will submit drawings at preliminary and final design
stages. The preliminary permit drawing submittal will provide two sets of 8.5 in. x 1] in. paper plots and
corresponding digital format drawing files in AutoCAD 2013 and PDF formats. Taylor Engineering will
provide the preliminary permit drawing submittal for County and project team review and comment.
Following receipt of comments, we will incorporate any necessary changes to produce final permit
drawings.
The final permit drawings submittal will include three sets of signed and sealed 8.5 in. x 11 in. paper plots
and corresponding digital format drawing files in AutoCAD and PDF formats. Taylor Engineering will
submit additional copies, as necessary, of the permit drawings with the permit application (Task 5).
TASK 5 — Permit Application Development
Assuming that County decides to present the Project Greenshores Phase I as a separate project from the
upland development, the project will require an Environmental Resources Permit (ERP) issued by the
Florida Department of Environmental Protection (FDEP) and a U.S. Department of the Army Dredge and
Fill Permit from the U.S. Army Corps of Engineers (USACE). Because of the expected (future) upland
improvements, the FDEP will decide whether the NWFWMD or the FDEP will lead the state permitting
effort. In either case:
e After completion of strategy discussions with the County, Taylor Engineering’s project manager
and key project staff will meet with lead state and federal regulatory agencies in a joint pre-
application meeting to present the project concept and receive permit application content
recommendations from the agencies. These meetings will focus on permit application details and
identify any potential hurdles in completing a successful permit application. We encourage the
participation of the County in these meetings.
e We will provide the County a short report of the meetings and immediately notify County if the
meetings indicate any challenges that significantly reduce the likelihood of permit success.
Assuming positive meeting outcomes, we will move forward with the remaining project tasks,
including permit application development.
Taylor Engineering will develop a joint environmental resources permit (ERP) application that includes
the information necessary for state and federal agencies to perform their technical review and public
processes. In addition to the permit drawings developed in Task 6, the application will include narratives
describing the project design, purpose, and need; project best management practices (BMPs); avoidance
and minimization measures; natural resource impact analysis; and construction methodology and
schedule. The application will include as attachments, the findings from previous tasks such as the
hydrodynamic and sediment transport assessment, coastal engineering design document, and the natural
resources survey reports.
With County review and approval, we will deliver a set of application packages to the lead state
regulatory agency. The lead agency will distribute application packages to all other appropriate agencies.
A-4
TASK 6 — Permit Application Negotiations and Coordination
The establishment and maintenance of a clear line of communication between the applicant and the
participating agencies represents the single most important activity during the permitting process. To that
end, Taylor Engineering will actively coordinate with state and federal agencies staff during the
application process. These agencies include, but are not limited to, the FDEP, USACE, U.S. Fish and
Wildlife Service (USFWS), Florida Fish and Wildlife Conservation Commission (FWC), and NMFS. We
will also meet or correspond with County staff regularly to inform them of the project progress and obtain
concurrence on the project elements.
Following submission of the permit application, the FDEP and USACE will likely respond with requests
for additional information (RAIs). While we anticipate submittal of a complete and concise permit
application package, the unique nature of the project will likely generate review comments and RAIs from
regulatory agencies and the related natural resource agencies that provide comments on permit
applications. Such requests typically comprise a series of questions requiring additional explanation or
clarification of environmental and engineering issues. Depending on the type of project, RAI’s may
request the applicant to furnish extensive information in order to complete the permit application. As the
County’s representative, we will coordinate with the County and the lead regulatory agencies to address
any such RAIs.
Given the uncertainty involved with the level of effort required to respond to agency RAIs and coordinate
with agency staff throughout the review process, this scope of work includes a not-to-exceed budget of
$20,000 to complete this task. We will bill this task on a time and materials basis. Taylor Engineering will
provide all RAI responses to County for review and comment prior to agency submittal. If response to
RAI’s and agency coordination require significant additional effort beyond this limited budget, Taylor
Engineering will request a modification to the contract to expand the permitting scope of work.
Once we receive the state and federal permits, we will thoroughly review each permit to ensure that all
conditions are appropriate and acceptable to the County for the proposed work. Should any permit
conditions be irrelevant or inappropriate, we will coordinate with FDEP, USACE, and/or the commenting
agencies to request that such conditions be waived.
TASK 7 — Submerged Land Lease Survey
Following approval of the proposed submerged land lease boundaries by FDEP, Taylor Engineering will
subcontract Seaside to prepare a submerged land lease survey of the in-water project components meeting
the requirements for FDEP SLERP Procedures Manual (9/2006).
TASK 8 — Opinion of Probable Construction Cost
Using the permit drawings as a base, Taylor Engineering will prepare a preliminary opinion of probable
construction cost for the Phase I project components described in this scope of work. This opinion of cost
will comprise a list of major items with associated quantities and unit costs. We will apply internal and
external data to develop a cost opinion for each major project element. This opinion of probable
construction cost will provide the County with an initial budget estimate to construct the first phase of the
project.

SCHEDULE
Because Taylor Engineering has no control over agency review processes and periods, the
schedule for project permitting is uncertain. Upon receiving authorization, Taylor Engineering will
immediately commence Task | — 3 and Task 5. Following completion of Task 1 — 3 and within 6 weeks
of authorization, we will commence Task 4. Tasks 4 shall be completed within 8 weeks of
commencement, assuming prompt review and approval by the County. Upon approval of the permit
drawings and design (Task 4), we will begin preparing the permit application package and submit the
package to the required regulatory agencies within 3 weeks. Of note, the USACE does not have set
timelines for permit application review; however, Taylor Engineering will closely coordinate with
USACE and other commenting agencies and respond to agency requests to expedite the regulatory review
process. We anticipate the permit application processing and negotiations (Task 6) will take
approximately 6 to 12 months to complete. Again, the schedule assumes prompt review and approval by
the County of interim work components. Tasks 7 and 8 will be completed within 2 weeks of receiving a
notice of intent to issue the regulatory authorizations.
