WHEREAS, the Federal Highway Administration and Florida Department of Transportation through the Local Agency Program provide funding for sidewalk construction, and WHEREAS, the City was previously awarded a project total of $180,060 ($ 180, 060 grant funds and $ 0 City match) for Wright Parkway Sidewalk Construction, and WHEREAS, the lowest responsible base bid was $ 235, 366, and WHEREAS, the Florida Department of Transportation has provided a supplemental agreement to cover the entire cost of the project of $235, 366 ($ 235, 366 grant funds and $ 0 City match) for the Wright Parkway Sidewalk Construction, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WALTON BEACH, FLORIDA THAT: Section 1. The City Council hereby authorizes the City Manager to execute all necessary documents to complete grant- related purchases; and a budget amendment to record the additional grant funds. The TV 2012 -13 budget for the Golf Club Grounds Maintenance Division includes funding to purchase a Golf Course Sweeper Machine used to sweep loose grass, leaves, and pine straw throughout the Golf Club property. 2. DISCUSSION: 2. 1. On January 22, 2013, the City' s Purchasing Division issued ITB 13 -011 for a Golf Course Sweeper Machine. On February 19, 2013, two ( 2) vendors submitted bid packages for the requested equipment. 2. 2. The two ( 2) vendors that submitted bids for the equipment were as follows: 2. 2. 1. Beard Equipment of Mobile, Alabama —Bid Amount = $ 27, 800 2. 2. 2. Golf Ventures of Lakeland, Florida— Bid Amount = $26,051 2.3. Golf Ventures, although being the apparent low bidder, did not meet the specifications required by the City. The specifications required the sweeper machine to be a length of 124 inches, a height of 70 inches, and have a lift capacity of 84 inches. 2. 4. Golf Ventures bid proposal included a Smithco Sweepco Star V72 with a length of 180 inches, a height of 87 inches, and a lift capacity that did not meet the 84 -inch requirement. 3. FINANCIAL INFORMATION: 3. 1. On June 25, 2013, City Council approved the issuance of an $ 8, 500, 000 Capital Improvement Revenue Note, Series 2013A, which included funds for the FWB Recreation Complex, an aerial bucket truck, and a Golf Club turf sweeper. 4. 4. 1. Pursuant to City of Fort Walton Beach Code of Ordinances, Volume 11, Chapter 4, Section 4. 01, Paragraph 4. 01. 25 and the Purchasing Policies and Procedures, Staff respectfully requests City Council award of ITB 13 -011 for the purchase of a Golf Course Turf Sweeper Machine to Beard Equipment, Inc. of Mobile, Alabama in the amount of $27, 800. PDF; Bid Tab - 13 -011 draft.xls Hey Jeff The sweeper that was low bid ( Smithco Sweep Star V72) did not meet our specifications. The length of the machine is 180 inches and we specified 124 inches. The height is also too high at 87 inches as we specified 70 inches. We also need a high lift capacity ( 84 inches) machine for dumping in our dump truck, and the sweep star doesn' t have that capability. Even though it is a little more, the Wiedenmann Super 500 sweeper is best suited for our needs and would recommend to purchase it if funding is approved. If you need any more information for the council report I' ll be glad to get it for you.
