STATEMENT OF ISSUE: Request the Board approve the nominee from the Niceville-
Valparaiso Chamber of Commerce for RESTORE Act Committee.
BACKGROUND: Through adoption of County Resolution 13-47 at the Board of County
Commissioners' meeting on March 5, 2013, the Board agreed to establish an advisory committee
to assist in determining projects that qualify for RESTORE Act funding and therefore would
serve the public interest. The composition of this committee was included in the Resolution.
At the BCC meeting held on May 7, 2013, in the County Courthouse in Crestview, the Board
approved appointment of six individuals, selected by entities established in the RESTORE Act
Advisory Committee Resolution. At the BCC meeting held on June 18, 2013, in the County
Courthouse in Crestview, the Board approved the remainder of the nominees. After selection,
the committee member from the Niceville-Valparaiso Chamber of Commerce, Dr. David
Goetsch, withdrew himself from membership. The committee currently consists of the
following:
Okaloosa League of Cities North (Crestview) - Thomas Gordon
Okaloosa League of Cities South (Destin) - Sam Seevers
Charter Boat Association and Fishermen’s Cooperative - Gary Jarvis
Greater Fort Walton Beach Chamber of Commerce - Dr. Jack Azzaretto
Niceville-Valparaiso Chamber of Commerce - Dr. David GoetschVacant
Okaloosa County School Board - Cindy Frakes
EDC - Kay Rasmussen
Tourism - Martin Owen
Environmental - Steve Shippee
Citizen At Large - Jonathan Tallman
Citizen At Large - James Breitenfeld
The Chairman of the Niceville-Valparaiso Chamber of Commerce has since sent the application
and nomination email for Mr. Brian Haugen to replace Dr. David Goetsch as the organization’s
nominee.
RECOMMENDATIONS: Staff recommends approval of Mr. Brian Haugen as the
representative from the Niceville-Valparaiso Chamber of Commerce.
