BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: October 6, 2015 TO: Honorable Chairman and Members of the Board FROM: GinNeal McVay SUBJECT: Screening Committee for Airports Director DEPARTMENT: Human Resources BCC DISTRICT: ALL STATEMENT OF ISSUE: Appoint a Screening Committee to review employment applications for the Airports Director position. BACKGROUND: The former Airports Director resigned effective September 30, 2015. The Human Resources Policy VII, C states, in part, “A screening committee comprised of a Commissioner, the County Administrator or designee, and others as determined and approved by the Board, will review all qualified employment applications for vacant department director positions.” The County Administrator has recommended Mr. Tracy Stage serve as the Interim Airports Director until a new Airports Director can be hired. Mr. Stage currently serves as the Deputy Airports Director for the Okaloosa County Airports Department. OPTIONS: The Board could consider appointment of the committee to include: Commissioner Carolyn Ketchel, BCC liaison commissioner to the VPS Airport; John Hofstad, County Administrator; GinNeal McVay, Interim Human Resources Director; Dino Sinopoli, Crestview Chamber of Commerce Airport Committee Chair; Greg Kisela, Destin City Manager; Nathan Sparks, Economic Development Council Executive Director; Julian "Chip" Cook, Aviation Subject Matter Expert; Major General Richard Secord, Retired; or others as desired. RECOMMENDATIONS: 1) Provide direction on the appointment of a screening committee to review employment applications for Airports Director; and 2) Confirm the County Administrator's recommendation for Mr. Tracy Stage to serve as the Interim Airports Director until a new Airports Director can be hired.
