BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 17, 2016 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: Amendment 2 to Tindale Oliver Contract DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: Request amendment of contract with Tindale Oliver to prepare a Transit Development Plan. BACKGROUND & ANALYSIS: On October 7, 2015, the County entered into a contract (C16- 2334-GM) with Tindale Oliver to prepare a Transit Development Plan (TDP). On April 19, 2016, the Contract budget was amended to allow for efficiency in invoicing without changing the total approved for the project. However, the revised budget still assigned specific hours to tasks and sub-tasks which limits the contractor’s ability to adjust workforce as needed to accomplish the study. Therefore, it is necessary to revise the Contract so that the budget identifies the tasks and costs, but does not assign specific hours to tasks and sub-tasks. The revised budget does not increase the cost of the Contract. The proposed amendment also extends the term of the Contract without additional cost from August 1, 2016 until December 1, 2016 to ensure that the contractor is available to respond to questions and inquiries from the Florida Department of Transportation following submittal of the TDP in September. The budget is 100% grant funded and no local funds are required. OPTIONS: Approve or reject Amendment 2 to Contract C16-2334-GM. RECOMMENDATIONS: Growth Management recommends approval of Amendment 2 to Contract C16-2334-GM amending the budget and term of the contract.
