BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 16, 2015 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: FDOT JPA for Traffic Management Center DEPARTMENT: Public Works BCC DISTRICT: ALL STATEMENT OF ISSUE: Traffic Engineering Staff is requesting approval of a Joint Project Agreement with the Florida Department of Transportation (FDOT) for the development of the Traffic Management Center Project in Okaloosa County. The requested agreement is FDOT Financial Project #220239-4-88-01. BACKGROUND: The Okaloosa-Walton Transportation Planning Organization (TPO) has identified a candidate Traffic Operations Center Upgrade Project in its Project Priorities document. The latest revision of the document, entitled, “FY 2016-FY 2020 Okaloosa-Walton Transportation TPO Project Priorities,” which was adopted by the TPO on September 18, 2014, promoted the value of such a project at $1,000,000. FDOT has allocated funding in its Five Year Work Program toward the development of the Traffic Operation Center Project in the amount of $300,000 recurring in each of its fiscal years designated as FY 2015, FY 2016 and FY 2017 for a total of $900,000. Any accrued funding allocated by FDOT from previous fiscal years shall be permitted to “roll over” for expenditure by the County in subsequent fiscal years. No match is required from the County for this JPA. This Agreement between the County and FDOT is to help fund the design, construction and equipment procurement of a Traffic Management Center for Okaloosa County’s computerized traffic control system. The scope of services is provided as Attachment A of the JPA. The State requires the Agreement and Resolution be approved and signed. FDOT requires three original signed and dated documents each. The agreement has been through the internal review process including a Resolution review by the County Attorney and the coordination review sheet is attached. OPTIONS: Approve/Not Approve the Agreement between FDOT and Okaloosa County. RECOMMENDATIONS: Approve the Joint Project Agreement, Financial Project #220239-4- 88-01, with FDOT and authorize the chairman to sign the agreement and resolution providing three (3) originals each. RECOMMENDED BY: APPROVED BY: John Hofstad, County Administrator
