PROJECT PROPOSAL and WORK SCOPE — DESIGN, BIDDING AND
PERMITTING SERVICES
PROFESSIONAL SERVICES WORK PLAN
Okaloosa County (Owner) has determined that a construction program will be undertaken to build an Air Traffic
Control Tower at the Destin Airport. This Work Plan describes the scope of services by Reynolds, Smith and Hills,
Inc., (RS&H) the Architect/Engineer (A/E) for the design and bidding phases of the new facility and associated site
reconstruction and improvements. This Work Plan includes a Project Schedule and a Project Proposal. The
Project Schedule defines the durations of work that are the basis of the Work Plan and Project Proposal. The
Project Proposal provides the basis of the estimate for the required compensation and defines the task efforts and
deliverables required for the Project.
PROJECT SCOPE DEFINITION
The scope for the work under this agreement shal! include permitting, design and bidding assistance for required
elements, systems, equipment and facilities typical of an Air Traffic Control Tower (ATCT) and an interior airport
access road. The ATCT will be in the FAA Contract Tower program. The scope includes assistance in the
preparation and submittal of permit applications to Northwest Florida Water Management District (NWFVMD) and
US Army Corps of Engineers (USACE) for construction of a new Air Traffic Control Tower and associated access
road at the Destin Airport. The permitting effort includes an on-site wetland mitigation plan. It is assumed that on-
Airport wetland mitigation is acceptable to NWFWMD, USACE and FAA. If on-site mitigation is not acceptable to
these agencies additional effort will be required to develop an alternate off-site wetland mitigation plan.
The proposed ATCT will be located 550 feet from the centerline of Runway 14-32 and 3,600 feet from the existing
approach end of Runway 14 (as measured along its centerline). See attached Exhibit 1: Site Plan. The ATCT
coordinate location is Latitude 30° 23' 54.957" and Longitude 86° 28’ 04.646". The proposed tower height is 84.5-
feet (102-feet MSL). The tower cab will be accessed by stairs and an elevator located in the shaft of the tower.
Due to the limited height of the tower, it is assumed that a small base building (approximately 400 square feet) is
required to house necessary equipment. The project includes a 3,400-feet roadway and all site utilities necessary
to make the ATCT functional. A parking lot at the base of the ATCT will accommodate up to five vehicles.
Funding Expectations — The Project’s total budgeted construction cost is estimated to be $3,800,000, which
excludes on-site wetlands mitigation and project soft costs such as professional design and construction phase
services. The actual total cost may vary significantly as the Project design progresses and the scope is further
developed. Changes to the project cost require changes in the A/E efforts and require increases to the
compensation indicated in the Project Proposal.
Project Duration — The Project's schedule is defined in the accompanying Project Schedule. The actual schedule
may vary significantly as the Project design progresses and the scope is further developed. Changes to the project
schedule require changes in the A/E efforts and require increases to the compensation indicated in Project
Proposal.
A. BASIC SERVICES
Task A.1.0 Schematic Design
Performance of this Task will define the general design parameters of scope, scale and relationship of
components of the Project. Documentation will include plans, sections, elevations and/or written descriptions.

Design, Bidding and Permitting Services Page 4
Specific task breakdowns are as follows:
Task 1.0 Project Kick-Off Meeting — The Consultant shall coordinate and attend one (1) design kick-off
meeting with the Okaloosa County Airport staff at the Destin Airport or NW Florida Regional Airport to
establish the project design goals and methods.
Task 1.1 Configuration Refinement - Program floor plan will be studied to evaluate accommodation of
the various facility needs and building functions. Scaled study plans will illustrate the alternatives along with
presentation of the features and the relative responsiveness to the goals and objectives of the facility. This
task will result in concurrence with the Owner on the alternative, or combination of features of the alternatives,
for further development.
Task 1.2 Interior Architectural Design — The aesthetic design considerations for function and interior
appearances will be defined and alternative approaches presented. Evaluations based on preferences and
affordability will be made for the Owner's direction for further refinement during the Design Development
phase.
Task 1.3 Estimating/Budgeting Documents — Multi-discipline project definition will be provided through
drawings, narratives and selected outtine specifications for cost evaluation.
Task 1.4 Site Investigation Program — Direction and coordination of the geotechnical and site survey
programs. The results will be evaluated and incorporated into foundation and drainage design and civil/site
project documentation.
Task 1.5 Cost Estimate Budget Development - An estimate of probable construction cost of the
schematic level documents to establish the relative value of project components, potential alternates for
funding limitations and the conformance to the overall project budget. The probable construction cost is an
estimate representing the judgment of the estimators who have no control over the cost of labor, materials or
equipment, over the Contractor's methods of determining prices, or over competitive bidding, market or
negotiating conditions. Accordingly the A/E cannot and does not warrant or represent that bids or negotiated
prices will not vary from the budget, funding or from any estimate or evaluation by the AVE.
Task 1.6 Code and Permitting Research — Preliminary determination of jurisdictional authority
requirements for Building Code, Fire Protection and Life Safety. Impacts on project scope and strategies to
accommodate requirements will be defined.
Task 1.7 Project Management and Discipline Coordination — Scheduling, resource allocation.
Monitoring, oversight, direction and control for all aspects of the team’s efforts including assembly and
coordination of all documentation.
Task A.2.0 Design Development
Performance of this Task will be based on the approved Schematic Design documents and shall further refine the
design and establish the scope, relationships, forms, size and appearance of the project through plans, sections,
elevations, details and outline specifications. Specific task breakdowns are as follows:
Task 2.1 Civil/Site Design Development - Design and preliminary documentation of site utilities,
pavements, geometry, grading and drainage.
Task 2.2 Architectural Design Development — Design and preliminary documentation of the space
layout, functional features, envelope, exterior and interior appearance and related plans, sections and details
for the Project.
Task 2.3 Structural Design Development — Design and preliminary documentation of foundations, floor
framing, girders, columns and lateral load system.
Task 2.4 Mechanical HVAC Design Development — Design and preliminary documentation of heating,
ventilation, and air conditioning systems.

Task 2.5 Plumbing Design Development — Design and preliminary documentation of roof drainage
system, water supply system and sanitary system.
Task 2.6 Fire Protection Design Development — Design and preliminary documentation of standpipe,
hose cabinet and sprinkler system as applicable.
Task 2.7 Electrical Design Development - Design and preliminary documentation of power service,
lighting, security, fire alarm, communication and premise distribution systems.
Task 2.8 Cost Estimate Budget Development — An estimate of probable construction cost of the design
development level documents to establish the relative value of project components, potential alternates for
funding limitations and the conformance to the overall project budget. The probable construction cost is an
