Backeround 1. 1 Just over a year ago, the City Manager requested that I share a short presentation with the City Council regarding staffs desire to implement a comprehensive Performance Excellence Program. The program is intended to better align goals, behaviors, and processes across our entire organization and promote a more positive work environment for our employees through open communication and empowerment. For our elected officials, the program will produce an increased amount of quantifiable performance data that may be considered when making vital decisions that will shape the future of the city and its local government. 2. Discussion 2. 1 Perhaps, the most important aspect in establishing the Performance Excellence Program is creating a solid foundation on which to build. To do this, there are three critical elements that must be formally instituted; core values, a meaningful and accurate mission statement, and a clear vision statement. These elements must be more than just words found on the city' s website or located at the top of department stationery. They most be the guiding principles by which we conduct ourselves, allocate resources, and prioritize goals and objectives. Without these elements, it becomes difficult to bring focus and direction to any organization. 2. 1 The city' s mission statement should be a brief, clear statement of the reasons for its existence and the purpose or functions it desires to fulfill. The focus of our mission statement should not necessarily be thought of as an informational announcement to the public, but a declaration that brings internal focus to the city' s workforce. All city personnel should be able to identify how they contribute to meeting the mission of the City of Fort Walton Beach. Staffs recommended mission statement is; To enhance and protect the continually by providing quality services. 2.2 A vision statement can be defined as a short declaration, providing a broad, aspiring image of the organization' s planned future or direction. Too often, vision statements have become more of a motivational tool, including phrasing and activities which the organization cannot realistically achieve. City staff wishes to implement a vision statement that is meaningful, achievable, but simplistic. Staffs recommended vision statement is; The City of Fort Walton Beach; a recognized leader in the provision of community services. 3. Recommendation 3. 1 If approved, these mission and vision statements, combined with our current core values, will become the foundation of the city' s Performance Excellence Program. 3. 2 Request City Council approve the recommended City of Fort Walton Beach Mission and Vision Statements and direct the City Manager to initiate their implementation.
