BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: May 3, 2016 TO: Honorable Chairman and Members of the Board FROM: Jeff Littrell SUBJECT: Centrifuge Scroll and Gearbox at the Arbennie Pritchett Water Reclamation Facility DEPARTMENT: Water and Sewer BCC DISTRICT: 3 STATEMENT OF ISSUE: Okaloosa County Water & Sewer (OCWS) staff requests Board of County Commissioners (BCC) approval to purchase a scroll conveyor and have the old gearbox repaired for the centrifuge located at the Arbennie Pritchett Water Reclamation Facility (APWRF). Cost is $29,623.50 for the scroll conveyor purchase and a not to exceed cost of $34,500.00 for the gearbox repair. BACKGROUND: The centrifuge located at the APWRF is a single point of failure for the overall operation and process. If it fails for any reason, extended down times will cause operational problems to the process, resulting in an 'out of compliance' state. This in turn would violate its operating permit issued by the Florida Department of Environmental Protection and possibly public health and safety concerns. The centrifuge is a last step in the wastewater treatment process; it is a high-tech precision machine that uses centrifugal force to produce bio- solids. It is manufactured by ANDRITZ Separation, Inc., and only parts manufactured by ANDRITZ are compatible. This past February, staff followed the Purchasing Manual's guidelines for a few emergency purchase orders related to troubleshooting and repair of the centrifuge. Looking at both time and cost, the gearbox was ultimately replaced. Getting the centrifuge back on-line as soon as possible was paramount, due to the centrifuge being a single point of failure at the APWRF. The centrifuge is now back on-line and operating efficiently. We are now looking at best management practices moving forward into the future and want to minimize the risk of down- time. Through extensive coordination with the manufacture (ANDRITZ) and OCWS staff and consultants, it has been determined that we should have a backup gearbox and scroll conveyor, both critical parts of the centrifuge operations. This would allow staff to have spare parts in inventory necessary for a complete rebuild in case of catastrophic failure in the future. For this to happen, a new scroll conveyer would need to be purchased and the old gearbox would need to be repaired/refurbished. ANDRITZ currently has one new scroll conveyor (part# 131127320) available that is compatible to our centrifuge and quoted OCWS a 10% discounted price of $29,623.50. As well, they have provided a high end quote for the repairs of the gearbox for $34,500.00. It is highly likely the cost of repairs will be significantly lower than the quote. This determination cannot be made until the gearbox has been evaluated by ANDRITZ technicians. Therefore, the $34,500.00 quote is a not-to-exceed price. Another alternative would be to design and construct a second centrifuge, along with a structure and ancillary equipment. Because this option would cost millions of dollars, staff feels that spending money for these two primary parts would be the best value, while still limiting risk. An additional scroll conveyer and gearbox assembly will posture OCWS better in the future for dealing with equipment failures. This has been discussed with purchasing and upon approval from the BCC, a requisition will be created and submitted. A sole source form and justification for both the purchase and repair is attached to this agenda request. OPTIONS: Approve or deny. RECOMMENDATIONS: Staff recommends BCC approval to sole source the purchase of the scroll conveyor in the amount of $29,623.50 and have the old gearbox repaired at a not to exceed amount of $34,500.00, both parts for the Andritz centrifuge located at the Arbennie Pritchett Water Reclamation Facility.
