The purpose of this Initial Assessment Resolution is to establish the proposed rates for the assessment, direct that notice be given for a public hearing to consider the adoption of a final assessment resolution and schedule that hearing. The Initial Assessment Resolution before the Board will begin the process for the imposition of the assessment for Fiscal Year 2013-2014. The rate of the assessment will be the same as imposed in the prior fiscal years and will only be imposed within the Destin Subarea. BACKGROUND: On December 4, 2007, the County adopted Ordinance 07-71 which created the Okaloosa County Beach Restoration Municipal Services Benefit Unit (MSBU). The purpose of the MSBU was to facilitate the imposition of special assessments to partially fund the Beach Restoration Project within the MSBU. Pursuant to Ordinance 07-71, the Board is required to adopt an Initial Assessment Resolution, which establishes the preliminary assessment rates. The matter before the Board is the consideration of that Initial Assessment Resolution. As a result of prior action of the Board, the assessment within the Okaloosa Island Subarea has been eliminated and refunds paid. Therefore, this assessment will only be within the Destin Subarea. OPTIONS: Approve/Disapprove RECOMMENDATIONS: Approve and adopt the initial assessment resolution for the Destin Subarea within the Okaloosa County Beach Restoration Project Municipal Service Benefit Unit for Fiscal Year 2013-2014 and schedule a public hearing for September 3, 2013 at 6:00 p.m. at the Crestview Courthouse, 101 James Lee Boulevard, Crestview, FL to take public comments and to consider the adoption of the Final Assessment Resolution.
