BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: June 17, 2014 TO: Honorable Chairman and Members of the Board FROM: Elliot Kampert SUBJECT: FY 2014-2015 SHIP Certifications DEPARTMENT: Growth Management BCC DISTRICT: All STATEMENT OF ISSUE: In order to utilize State Housing Initiatives Partnership Program funds, it is necessary for the County to certify that funds will be used in accordance with the strategies provided in the current Local Housing Assistance Plan. BACKGROUND: On May 21, 2013, the Board of County Commissioners approved the 2013 - 2016 Local Housing Assistance Plan (LHAP) for Okaloosa County and the City of Fort Walton Beach, including the Interlocal Agreement through which the City and County agree that the funds will be allocated to Okaloosa County provided that 20% of the funds are spent within the City unless qualified projects cannot be found. Okaloosa County and the City of Ft Walton Beach have been allocated a total of $884,799, with $789,683 assigned to the County, and $95,116 assigned to the City (see attached estimates). The Okaloosa Community Development Corporation, a private, non-profit organization, serves as the County's SHIP administrator, and also serves as the City's SHIP administrator through the previously mentioned Interlocal Agreement. As provided in the Section O of the LHAP, the SHIP Administrator (CDC) can utilize up to 10% of the allocation for administrative costs associated with SHIP activities provided the County makes a finding that 5% of the allocation plus 5% of program income is insufficient to pay the costs of administering the program. These findings were made in Ordinance 93-13 and Resolution 2013-13. RECOMMENDATIONS: Staff recommends that the Board of County Commissioners authorize the Chairman to sign the attached certification, and authorize the Contracts and Grants office of the Okaloosa County Clerk of Circuit Court to transmit the signed certification to the Florida Housing Finance Corporation. RECOMMENDED BY: APPROVED BY: Ernie Padgett, County Administrator
