Subject: Kenwood Neighborhood Traffic Evaluation
1. BACKGROUND:
1. L In April 2011, the City of Fort Walton Beach entered into an agreement with the John
Scott Dailey Florida Institute of Govemment at Florida State University to conduct a
Traffic Impact Analysis Study of the Kenwood Neighborhood.
1. 2. The final draft of the recommendation report was completed in July 2011 and was
submitted to City staff for review. After comments were submitted, the final report was
issued in late August 2011.
2. DISCUSSION:
2. 1. The overall goal of the study was to conduct an independent investigation of traffic
operations and safety characteristics of the roadways in the Kenwood Neighborhood.
2. 2. The results of the traffic data indicate that two out of three drivers utilize Country Club
Avenue as a cut through street with an 85' n percentile speed in excess of 35 miles per
hour ( mph). Seven out of ten drivers exceed the 25 mph speed limit on Country Club
Avenue.
2. 3. Five traffic calming alternatives were analyzed in the report:
2. 3. 1. The installation of state route signs directing through traffic to Racetrack Road
or Lewis Turner Boulevard;
2. 3. 2. The installation of radar speed feedback signs on Country Club Avenue;
2. 3. 3. The installation of chicane traffic cahning islands on the straight section of
Country Club Avenue;
2. 3. 4. The installation of speed tables on the straight section of Country Club Avenue;
and
2. 3. 5. Splitting Country Club Avenue at Rue De Le Roi Street to form three cul -de-
sacs.
2.4. Of the five alternatives, the chicanes and speed tables were determined to have a high
impact on improving the safety along Country Club Avenue by reducing speeds and
traffic volume.
