City Council of Fort Walton Beach
FINANCE
MEMORANDUM
To: Michael D. Beedie, City Manager
From: Charlotte Dunworth, Budget and Grants Manager
Date: January 8, 2013
Subject: 2013 -2 - Solid Waste Fee Schedule Amendment
1. BACKGROUND:
1. 1. On April 27, 1999, City Council adopted Resolution 99 -4 establishing a
Comprehensive Fee Schedule that incorporates into one document all fees for City
services and programs. Resolution 99 -4 provides for amendment of the fee schedule by
resolution of City Council. Certain fees may require adoption by ordinance if language
in the City Code requires amendment.
2. DISCUSSION:
2. 1. Summarized below are the sections of the City' s Comprehensive Fee Schedule for
which changes are being proposed. Existing fees are stricken -through and proposed
fees are underlined.
2. 2. Engineering & Utility Services - Sanitation
On December 10, 2012, City Council authorized the City Manager and City Attorney to
negotiate and execute a 10 -year contract with Allied Waste Services for Solid Waste
Disposal, Recycling and Transfer Services, with a resolution amending the
Comprehensive Fee Schedule based on the final negotiated fees to be adopted in
January 2013.
Allied Waste Services submitted two proposals: one with fixed pricing for the first five
5) years followed by biennial increases for the last five ( 5) years and another with
annual pricing based on the October Consumer Price Index -Garbage and Trash
Collection Index. Based on a ten -year analysis, Staff has determined the fixed price
option is preferable.
Although the new rates became effective with the new contract on January 1, 2013,
City sanitation customers will not sec an increase until utility bills are updated after the
fee schedule is adopted.
