E., Engineering & Utility Services Director Brandy Wunker, CPA, Financial Services Director Packet Pg. 4 uu Background The City of Fort Walton Beach currently has four (4) recreation centers, all of which are nearing forty ( 40) years of continual usage. They were built with out -dated technology and standards. For example, they constructed without any insulation or thermo -pane windows, hence they consume large amounts of energy in daily operation. Extensive renovations will be necessary to modernize the facilities to enhance energy efficiency. Additionally, each building is in need of repairs to maintain current operations. Each existing facility has special circumstances surrounding its continued life. The Fort Walton Beach City Council tasked city staff to develop a Master Site Plan for a Recreational Complex in October 2010. The site plan was to cover the approximate 42 acres of city owned property currently occupied by the Hedrick Recreation Center, the BMX Skatepark, two ( 2) multi -purpose athletic fields and two (2) baseball/ softball fields. At the May 17, 2011, Budget Policy Meeting, City Council again voted to move forward with developing a master plan to consolidate the City' s recreation centers and various athletic fields into one centralized location. The draft conceptual Master Plan is shown below. c nrt Frngn nns NC , NIt 1 211 1l IkIr ryry YtHlIi11Y1ti_pNI XM 6 >LI rR_1V IY ` i 11 VI SIV riK1. Staffing includes five (5) full -time employees and two ( 2) part- time employees. Various classes we hosted at the Hedrick Recreation Center including Ballet, Zumba, Table Tennis, Belly Dancing, and Women' s Boot Camp. The Summer Recreation Program is also located at this facility. The building consists of five offices, two restroom locations, including shower facilities, four classrooms, an equipment room, a gymnasium, a break room, and a lobby area. The gymnasium is used throughout the year for youth and adult basketball and free play for citizens in the community. The classrooms are available for reservation for events such as birthday parties, wedding receptions, church services, meetings, seminars, and conferences. In addition, the location serves as an election precinct. All programs are held in the classroom areas as well. In October 2010, an assessment of the Hedrick Recreation Center was prepared by Hatch Mott MacDonald ( Attachment A). In summary, the existing facility has severe moisture and mold issues. In order to continue operations at the existing facility, extensive renovations would need to occur, including the following: Water intrusion rehabilitation, including edge protection Installation of a gymnasium heat, ventilation and air conditioning ( HVAC) system Main system HVAC replacement Building code compliance and ADA compliant Mechanical/ electrical improvements Exterior improvements, including rust repair, casings, and roof leaks Lobby improvements The total estimated cost of these capital expenditures is $ 660K. The After School Program had 43 children enrolled in the 2010 -11 school year. Three years ago the City closed the Docie Bass facility in the summer months and has only one City funded Summer Recreation Program now housed at the Hedrick Center. During the summer, the After School Program staff works the Summer Recreation Program at Hedrick Recreation Center. This move saved the City $30K in personnel and building operation costs. The Center has an office, a gymnasium, a classroom area ( which can be divided into two rooms), and two restroom facilities. In order to continue operations at the existing facility, renovations would need to occur, including the following: New gymnasium floor - the existing floor is a multi -purpose rubberized floor and has multiple cracks and separations Installation of a gymnasium HVAC system Exterior roof repair Vent fan replacements Interior renovations, including lighting and basketball backboard replacements Door /window replacements Water intrusion repair The total estimated cost of these capital expenditures is $ 250K.
