Problem Identification
On March 91h, 2020, Governor DeSantis declared a State of Emergency in the State of Florida
due to the COVID- 19 health emergency. On March 11th, 2020, the City of Fort Walton Beach
transitioned to its Emergency Management structure implementing the City's Comprehensive
Emergency Management Plan and Influenza Pandemic Plan Annex. City employees were
expected to comply with the COVID- 19 recommendations of the CDC and the Governor's
Executive Orders regarding international and domestic travel, social distancing, and the use of
personal protective equipment. Executive Orders and CDC guidelines closed numerous
businesses within the City, leaving many residents without employment for an extended time.
Some City services were restricted as staffing levels were decreased due to the non-essential or
at -risk status of employees. Many City amenities such as sports complexes, playgrounds, and
facilities were closed due to social distancing requirements. The police department was one of the
few city departments to remain fully operational. The police department was required to do most
of the COVID- 19 response and education to the public per the CDC and the Governor's Executive
Orders.
Many Police Officers and staff members were required to work altered shifts and work schedules
to allow for social distancing in assigned confined workspaces. Staff members designated as non
essential or high risk employees were required to telecommute or remain home. A positive
COVID diagnosis of a agency member internally resulted in the quarantine of members. Some
members exhibiting COVID symptoms were also quarantined, and not allowed to return to work.
This led to staffing levels falling to critical levels and required immediate decontamination of the
facility. During the pandemic there has been a significant increase of PPE use by Police Officers
and staff members.
The department also took on extra roles in assisting other agencies during the pandemic at food
distributions, other essential events and the enforcement of the executive orders.
