BOARD OF COUNTY COMMISSIONERS AGENDA REQUEST DATE: October 4, 2016 TO: Honorable Chairman and Members of the Board FROM: Jason Autrey SUBJECT: Crestview Sidewalk Improvements (Construction LAP) DEPARTMENT: Public Works BCC DISTRICT: 1 STATEMENT OF ISSUE: The Florida Department of Transportation (FDOT) has issued a Local Agency Planning (LAP) Agreement to Okaloosa County in the amount of $302,700.00 for construction of the Crestview Sidewalk Improvement Project. The LAP Agreement includes $270,000.00 for actual construction as well as $32,700.00 in funding for Construction Engineering & Inspection Services (CEI). The design was completed by the May 30, 2016 deadline. There is no funding match required by Okaloosa County as part of this Agreement. BACKGROUND AND ANALYSIS: The Crestview Sidewalk Improvement Project was previously submitted for funding consideration by the City of Crestview to the West Florida Regional Planning Council’s Transportation Enhancement Program. Due to Local Agency Program (LAP) Certification, Okaloosa County Public Works has agreed to manage and administer the project for the City of Crestview. The total project length is approximately 4,240 feet. The location and project limits for the three sites are as follows:  Sidewalk along the north side of Aplin Road from SR 85 to Rayburn Street for a distance of approximately 1,240 feet.  Sidewalk along the south side of North Avenue from Anderson Street to Medley Drive for a distance of approximately 1,575 feet.  Sidewalk along the north side of Long Drive from SR 85 to Bent Creek Road for a distance of approximately 1,425 feet. OPTIONS: Approve/Disapprove execution of the LAP Agreement and authorize the Chairman to sign the agreement and Resolution as well as all future grant documents during the term of the grant. Further, allow delegation of electronic submission to C&G on behalf of the Chairman and all required future grant documents during the term of the grant into LAPIT. Also, authorize permission for Public Works, in conjunction with the Purchasing Department, to advertise the Request for Bids (RFB). RECOMMENDATION: Approve execution of the LAP Agreement and authorize the Chairman to sign the agreement and Resolution as well as all future grant documents during the term of the grant. Further, allow delegation of electronic submission to C&G on behalf of the Chairman and all required future grant documents during the term of the grant into LAPIT. Also, authorize permission for Public Works, in conjunction with the Purchasing Department, to advertise the Request for Bids (RFB).
