Okaloosa County Law Enforcement Service & Excellen May 14, 2014 Chairman, Board of County Commissioners SUBJECT: May 20, 2014 BCC Agenda Request, FY2014 Edward Byrne Memorial Justice Assistance Grant (JAG) Program Local Solicitation BACKGROUND: Request the Okaloosa County Board of Commissioners approve the Okaloosa County Clerk of Courts (on behalf of the Sheriff's Office) to submit an application to the U.S. Department of Justice for the FY2014 Edward Byrne Memorial Justice Assistance Grant (JAG) Program Local Solicitation. The grant will fund purchase of a satellite internet system and mobile WiFi hotspot for the Sheriff's Mobile Command Van, incident command software, a handheld radar device, and 30 sets of protective equipment (which includes helmets, shields, and mask filter). These items are part of a project to enhance command and control, as well as officer protection, at significant incidents requiring multiple agency response and/or deployment of multiple officers and units. The project is based on lessons learned from exercises and actual events, and is based on a research of best practices. The grant request is for $41,859, with no local match required. The grant requires a 30-day period for the BCC to review the application. Since we did not receive notice of the grant and obtain price quotes from vendors until after the 30-day window had started, we will be required to meet these conditions before funds will be disbursed. The 30-day period begins on the date of the BCC meeting. RECOMMENDATION: Request the Board of County Commissioners authorize the Chairman to sign, review, and approve the application submission, accept the award, and sign all future grant documents during the term of the grant. Request the Board authorize the Contracts & Grants office to submit the on- line application and on-line submission of future grant documents during the term of the grant. Thank you for your consideration. o, Larry Ashley Sheriff C) 1250 N.
