Use of Golf Carts on City Streets
Mr. Goodwin advised FS 316. 212 authorizes the use of golf carts upon certain public roads or
streets and that he had this placed on the agenda to see if there was any support from the Council
for golf cart use as an alternate means of transportation.
Discussion included the difference between golf cart and low -speed vehicles in that low speed
vehicles have seat belts and mirrors, drivers must be 16 years or older to drive and the vehicle
must be licensed. It was noted that other local jurisdictions authorize the use of low speed
vehicles.
The City Attorney advised the issue is to look at the logistics of the City and its streets; that the
use of golf carts would only be allowed in certain residential areas and away from major
thoroughfares.
Council asked for the opinion of law enforcement on the issue. Police Chief Ted Litschauer
advised there is no data with regard to slow moving vehicles.
The City Manager stated certain standards would have to be established for certain
neighborhoods to see if they qualify and to designate where golf carts could not be used in
addition to where they can be used.
Bruce Lee Thompson stated low speed vehicles are legal and golf carts are not, and expressed
concern with the lack of signaling and night time use of golf carts.
The vote on the motion to direct the City Manager to investigate the viability of allowing
golf carts on city streets taking into consideration the statutory elements of speed volume
and character of motor vehicle traffic and report back on his findings as to what streets are
determines to be appropriate to have golf carts on them carried unanimous)
