Different bulbs or fixtures may be substituted for the identified light provided FWC has reviewed and approved all such substitutions prior to purchase and installation. A list of property owners who do not participate in the retrofit lights or negotiate any in-kind match will be provided. • County or their agent will develop a good faith agreement with property owners which will include at a minimum, a summary of lighting work to be completed, and a project report which can include any projected expenses and matching dollars or in-kind contributions. • The County or their agent and property owner shall install the retrofit identified for that property, including cost estimates, the financial or in-kind match, and a project timeline. The plan should specify the fixture and bulb type, and any electrical installation work. County shall document in writing with pre and post-retrofit photographs. • County or their agent will work with the electrician/electrical contractor to ensure fixtures are installed properly. • All reports and copies of good faith agreements between property owners/associations will to be submitted quarterly. Deliverable: Grantee or its agent shall produce report detailing the status and phase of retrofit property, actions taken to date, and costs incurred. Agreement between the parties will be provided as properties are retrofitted. Digital photographs documenting retrofits will also be provided for each retrofit as part of the quarterly report. Each report will list the number of unshielded light fixtures and short wavelength bulbs replaced with sea turtle friendly lighting, number of glass windows or doors tinted, installation of window coverings, or other actions consistent with IDA recommendations. Total costs for each conservation land and adjacent properties with matching fund contributions will be reported. Metric: List of properties successfully retrofitted; number of lights and fixtures replaced; length of beach along property made darker, date retrofit was completed. Timeline: Reports shall be submitted quarterly. Task 3: Provide narrative progress reports (may incorporate charts, tables or spreadsheets) to demonstrate a decrease in the number of private properties with problematic lighting, a decrease in unshielded light fixtures and short wavelength bulbs. Deliverable: Narrative quarterly report demonstrating progress with retrofit lighting fixtures and if possible impact on number of sea turtle disorientation at same properties. Include any other reports which also might demonstrate increased awareness among beachfront property owners. Metric: List of properties which show decrease with problematic lighting for sea turtles and a decrease in unshielded light fixtures. Review of spreadsheet with listing of successful and unsuccessful attempts in contacting property owners. 2. Review and approval of specific bulbs/fixtures proposed to be purchased. 3. Review of the good faith agreements or cost effective design for lighting for property owners, which will include at a minimum, summary of lighting work to be completed, a projected budget documenting requested match in cash, paid services, or in-kind, digital photographs documenting project, receipts for equipment purchases and installation and any in-kind matching by property owners. 4. Review narrative reports from county for progress, completion and success of the retrofits.
