DENTAL INSURANCE
ALTERNATIVE
Background
1. The City is self- insured for dental insurance, with a current reserve balance of $ 70K.
2. The City contributes 75% of the premium for both employee and dependent coverage for those
with medical insurance, but contributes 50% of the premium for those without medical insurance.
3. Employee premiums per month are as follows:
a. Single, w/ health: $ 5
b. Single, w/ o health: $ 10
c. Family, w/ health: $ 14. 32
d. Family w/o health: $ 28. 64
Discussion
1. The City incurs about $ 77K in the General Fund to provide dental insurance coverage.
2.
Increasing employees' contribution to dental premiums would reduce take -home compensation,
which could affect recruitment and retention.
3. At the same time, it may encourage employees to consider alternatives such as insurance offered
by a spouse' s employer or independent coverage insurance from a separate provider.
Policy Impact
1. Increasing employee contributions by 35% per month would save $ 9, 800 in the General Fund.
a. Single, w/ health: $ 5 4 $6. 75
b. Single, w/ o health: $ 10 4 $13. 50
c. Family, w/ health: $ 14. 32 4 $19. 33
d. Family w/o health: $ 28. 64 4 $38. 66
2. Increasing employee contributions to 50% of premium would save $ 19K in the General Fund.
a. Single, w/ health: $ 5 4 $10
b. Family, w/ health: $ 14. 32 4 $28. 64
c.
This would not impact employees without medical insurance, as they already pay 50 %.
Millaae Rate Increase Required to Fund at Current Status
0. 0178 mills required to sustain $ 19K for dental insurance.
Budget Impact
Increase employees' dental insurance contribution to 50% of the monthly premium.
