Adult athletic programs include church basketball, men's softball, women' s softball, co -ed softball, and flag football. There are approximately 1, 200 participants, including non -City residents. Staffing required to provide services: 0. 875 FTE. 2. Youth athletic programs include flag football, tackle football, soccer, basketball, baseball, and girl' s softball. There are approximately 2, 500 participants, including non -City residents. Staffing required to provide services: 0. 85 FTE. Discussion 1. Adult athletics fees were decreased in February to reflect a decrease in the number of games played per season. 2. A reduced fee of $ 10 was introduced in February for families who have multiple children enrolled in a sport or who have a single child enrolled in more than two sports during a 1 - year period. As a benefit for volunteer coaching, a waiver was introduced to help attract volunteer coaches. 3. Athletics contribute to the quality of life for residents, but are not a core service of the City. Policy Impact 1. The net cost of providing adult athletics is approximately $ 54, 650. 2. The net cost of providing youth athletics is approximately $42, 150. 3. The City currently has an Adult Athletics Coordinator and a Youth Athletics Coordinator, both full - time. If the number of adult programs were reduced, staffing could be reduced to 1. 0 FTE. Millage Rate Increase Required to Fund at Current Status 0. 0462 mills required to sustain $ 50K for current athletics programs. Budget Impact Reduce adult athletic programs. The Fire Department operates 3 shifts, with one Battalion Chief, two Captains, three Driver Engineers, and five Firefighters per shift: Station 7 ( Lewis Turner Blvd): 1 Captain, 1 Driver Engineer, 2 Firefighters Station 6 ( Hollywood Blvd): 1 Battalion Chief, 1 Captain, 1 Driver Engineer, 2 Firefighters Rescue 6 ( ALS Vehicle): 1 Driver Engineer, 1 Firefighter 2. The City has not adopted NFPA manning standards due to fiscal constraints. 3. The current collective bargaining agreement requires minimum manning of three fire suppression personnel per first -in engine or ladder truck. 4. Closing Station 7 would be one step toward consolidation, but Ocean City -Wright was not receptive to the City's suggestion of paying OCW to service City residents in the Kenwood area. Discussion 1. Mary Esther is short- staffed, so transitioning to minimum manning at Station 6 would likely affect response times and public safety. 2. Units from FWB and OCW often respond within 30 seconds of one another to calls in Kenwood. However, reducing manning at Station 7 from 4 personnel per shift to the minimum level of 3 required in the collective bargaining agreement may impact public safety and response times due to the "2in /2out" rule if OCW is responding to another call at the same time. 3. Much of the City's ISO rating is based on our automatic aid agreement. Residents may pay higher insurance rates if manning were reduced at Station 7. Policy Impact 1. Eliminating three Firefighters would save $ 149K. 2. Decreasing manning in this fashion would enable the City to keep Station 7 open as a non -full service station. 3. A fire assessment fee could be established to fund a portion of fire suppression services and is being evaluated for next year's budget cycle. Millage Rate Increase Required to Fund at Current Status 0. 1375 mills required to sustain $ 149K for three firefighters. Budget Impact Convert Station 7 to minimum manning.
