FY 2010 -11 Budget Policy Meeting
LIBRARY HOURS
Background
1. Library is open 50 hrs /wk: Mon 10 -8, Tue 9 -6, Wed 9 -6, Thu 9 -6, Fri 10 -5, Sat 10 -4.
2. Library is staffed by 9. 90 FTE' s.
Discussion
1. Revenues from the Cooperative are anticipated to decrease by 46% or $ 68, 889.
2. Reducing hours of operation to 38 -40 hrs /wk and staggering hours with other libraries would yield
operating savings while maximizing the available library hours for residents.
3.
The library contributes to the quality of life for residents, but is not a core service of the City.
Policy Impact
1. The Harvey Trust balance is $ 253K and funds may be used to support ongoing operations. Staff
proposes using the Harvey Trust to fund $ 35K for books and publications.
2. Reducing hours of operation to 38 -40 hrs /wk would decrease staffing by 2. 00 FTE. Since adult
programming is not a core library service and does not generate revenue, the adult services
librarian and one another librarian would be eliminated. Passport acceptance would no longer be
possible. Personnel savings: $ 80K.
3. Operating savings: $ 2, 200.
4. Passport acceptance revenue lost: $ 1 OK.
5. Similar services are provided by the Destin, Mary Esther, and Niceville libraries.
Millage Rate Increase Required to Fund at Current Status
0. 0668 mills required to sustain net $ 72K for current library operations.
Budget Impact
Reduce library operating hours and discontinue adult programs and passport acceptance. Positions
eliminated: 2. 0 FTE' s.
