STATEMENT OF ISSUE: OCWS staff requests BCC approval of a final payment, in the
amount of $6,336.00, to R & E Farms LLC on contract CO9-1691-WS.
BACKGROUND: Via the bidding process, Okaloosa County Water & Sewer entered into a
contract with R & E Farms LLC in 2009. This contract was for biosolids removal and
transportation from our Arbennie Pritchett Water Reclamation Facility to R & E Farms' land
application site. The final payment on this contract is now due. This particular invoice, for
$6,336.00 is for the billing period of March 2014, where 1,152 cubic yards were land applied.
Thus, this will be the final payment on that contract. This final invoice, along with other
pertinent information, is attached for your review.
Moving forward into the future, staff bid out this commodity (Bid # WS21-14). R & E Farms
was the lowest bidder meeting the specifications. On March 18, 2014, the BCC approved the bid
award to R & E Farms LLC. Because the service was bid out and there are new prices, there is a
new contract with R & E Farms LLC. Now that the final service has been provided, final
payment is now due on the previous contract.
OPTIONS: Approve or deny.
RECOMMENDATIONS: Staff recommends BCC approval of a final payment, in the amount
of $6,336.00, to R & E Farms LLC on contract C09-1691-WS.
