BOARD OF COUNTY COMMISSIONERS
AGENDA REQUEST
DATE: June 3, 2014
TO: Honorable Chairman and Members of the Board
FROM: John Hofstad
SUBJECT: Wright Landfill Long Term Care Permit
DEPARTMENT: Public Works
BCC DISTRICT:
STATEMENT OF ISSUE: This permit renewal application is being submitted to the Florida
Department of Environmental Protection (FDEP) to continue long-term care, monitoring, and
maintenance of the closed Wright Landfill (WACS ID Number 9064/Permit No. 0070768-003).
This application is for renewal of the Wright Landfill Long-Term Care permit issued July 1, 2004 and
modified April 9, 2010, April 5, 2012, October 5, 2012, and November 27, 2012. The 10-year permit
expires in July, 2014.
BACKGROUND: Water quality testing at WLF was initiated in 1978 under permit SO46-0012,
and later continued under SO46- 73637 issued in 1984. In February 1986, the County installed a
groundwater monitoring network in accordance with its operational permit (#SO46-103539;
issued November 1985). The County commenced investigation activities and in October 1986
the FDEP executed Consent Order #86-0879. The County continued investigation culminating
in submittal of a Remedial Action Plan (RAP) in October 1991. At this point in time, two
separate regulated activities were occurring at WLF - Long Term Care and Remedial Action.
Both of these activities are ongoing today. The original WLF Long Term Care permit expired in
July 2004 and was renewed at that time. The RAP was subsequently approved by FDEP in
September 1992. The County proceeded with construction of a portion of the RAP design that
was within the lease area of the landfill. The portion of the RAP design beyond the lease area
was never constructed. In 2013, a RAP Modification was initiated to achieve concurrence
between RAP activities and RAP design.
OPTIONS: Approve/Disapprove
RECOMMENDATIONS: Staff recommends the Board authorize the Chairman to execute the
permit and any other related documentation relating to the permit application in the future.
